- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to The University of Oxford for journal article publication. The University of Oxford is publishing a supplement to the Clinical Infectious Diseases (CID) Journal. CID is the most widely read and prestigious U.S. journal for the infectious diseases community, the target audience for this supplement. It is a peer-reviewed medical journal published by Oxford University Press. It covers, among other things, research on clinical investigation, and diagnosis and treatment of diseases infectious to humans. It also features "highly focused" supplements. As a result, this Supplement will have the greatest impact in dissemination of critical new information for clinicians treating patients with plague. Plague is a rare, potentially fatal disease, with epidemic potential when transmitted by the bite of an infected flea. Due to its rarity, few clinicians are familiar with treating patients with plague and publications on diagnosis and treatment are relatively sparse. Lack of clinician familiarity and evidence-based guidance on diagnosis and treatment could gravely impact the response to a large plague outbreak, unintentionally or intentionally caused. This supplement will provide peer-reviewed scientific papers and will serve as the key references constituting the evidence base for the national plague guidelines systematic literature reviews, along with several original articles on recent landmark plague outbreaks and cases. The supplement will constitute a unique compendium and authoritative source of information on plague for many years to come. Additionally, publishing a CID supplement is the most efficient way to bring this key collection of plague research articles to the most important target audience: clinical infectious disease practitioners. A Supplement is required because most journals that serve the infectious diseases community are unwilling to publish more than one or two articles per year on plague due to its rarity. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1).
