Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single contract for the Construct and Renovate Chronic Dialysis & Sleep Program project at the Martinez Outpatient Clinic. The proposed project will be awarded as a firm-fixed-price contract utilizing design-bid-build procedures. PROJECT DESCRIPTION: The contractor shall furnish all labor, material, equipment, and supervision necessary to construct a 7,000 square foot addition and renovate an additional 4,200 square feet. Construction will be performed in the outpatient clinic located in Building 19 as well as in the Community Living Center (CLC) located in Building 20. The construction in Building 19 will consist of a 1,000 square foot addition that will house a coffee shop and must match the existing architecture and exterior finishes of the pre-existing building. Most of this project will be executed in Building 20 including building addition, renovation, and equipment installation. A 6,000 square foot addition that will house the Administration Department, Dialysis Department, and Sleep Lab Department will be constructed. These finished spaces must include architectural finishes consisting of metal roofing, stucco siding, and aluminum frame windows. Additionally, in Building 20, the existing Pharmacy, Canteen and Retail Spaces, and Administration Space made up of 4,200 square feet will be renovated in order to maximize and utilize the space created in the addition of Building 20. Lastly, in Building 20, the installation of dialysis boxes in various patient rooms of the existing Center for Rehabilitation and Extended Care (CREC) will require significant plumbing and architectural patching and repair of all disturbed surfaces. This project will also require that facility condition deficiency corrections be made, including but not limited to, lighting upgrades and replacement of deficient air handler unit. The construction and renovation at the VA Martinez Outpatient Clinic requires a minimum of general construction, civil, structural, mechanical, plumping, electrical, fire protection, and telecommunication work as shown in the Specifications and Drawings. Construction at this site will require Level 4 Infection Control and the responsibility to return any damaged landscape, hardscape, roads, and curbs to their original conditions prior to the closeout of the project. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small-Business Set-Aside. Offers received from other than Service-Disabled Veteran-Owned Small-Business concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about May 6, 2019. All bids will be due by the date and time specified in the solicitation. Specifications and drawings will be provided as attachments to the solicitation posted to the Federal Business Opportunities website (https://www.fbo.gov). The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000 and $10,000,000. All questions must be submitted in writing to the issuing office via email to bailey.donato@va.gov.
