SOURCES SOUGHT/ MARKET SURVEY FOR AN/ ARC-220 RADIO SOFTWARE MODIFICATION INTRODUCTION: Army Contracting Command- Aberdeen Proving Ground (ACC-APG) is issuing this Sources Sought/ Market Survey as a means of conducting market research to identify potential sources that have an interest in, and offer the capabilities required, to modify software for a quantity of one-hundred and fifty-six (156) AN/ ARC-220 radio systems. This Sources Sought/ Market Survey may help determine the method of any potential procurement(s). Based on responses to this notice, a requirement may be set-aside (in full or in part) or procured through full and open competition. All categories of businesses will be considered. A sole-source award may be made, or multiple awards may be made. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS NOTICE. ANY INFORMATION SUBMITTED BY RESPONDENTS IS STRICTLY VOLUNTARY. REQUESTS FOR A SOLICITATION OR REQUESTS FOR THE STATUS OF ANY POTENTIAL PROCUREMENT(S) WILL NOT RECEIVE RESPONSES. BACKGROUND AND REQUIRED CAPABILITIES: Interested parties must be able to provide support services for AN/ ARC-220 radio systems, to include repair and return, training, and field service representative (FSR) support in both the continental United States (CONUS) and outside the continental United States (OCONUS). Interested vendors must be ISO 9001-2008 certified and must be registered to do business with the United States Government (USG) through the System for Award Management (SAM). ELIGIBILITY: The (tentative) applicable North American Industry Classification System (NAICS) code is 541511 (Applications software programming services, custom computer services). Applicable Product Service Codes may apply (to be determined). SUBMISSION DETAILS: Interested vendors should submit a short (not longer than one or two 8.5X11 inch pages, font not smaller than 10 point), brochure, data sheet, or description of support capabilities. There should be enough information to show that the interested vendor can meet the above requirement(s). Responses to this Sources Sought/ Market Survey shall be electronically submitted to ACC-APG Contract Specialist Mr. Andrew Mitchell, in either Microsoft Word of Portable Document Format (.pdf) via email address Andrew.C.Mitchell1.civ@mail.mil, not later than 4:00PM Eastern Standard Time (EST) on 13 August 2019. Reference the Sources Sought/ Market Survey Number W91CRB-19-RADIO_SOFTWARE_MODIFICATION in the subject line of the email and on all enclosed documents. Information and material(s) submitted in response to this request SHALL NOT BE RETURNED. DO NOT SUBMIT CLASSIFIED MATERIAL. Telephone inquiries will not be accepted and no feedback or evaluation(s) will be provided. No telephone or email solicitation(s) with regard to status will be accepted. If your organization has the capabilities to provide the required support, please submit the following: 1) organization name, address, primary points of contact (POCs) with email addresses, web-site address(es), telephone numbers, and type(s) of ownership for the organization, and 2) a tailored capability statement addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capabilities. If significant subcontracting or teaming is anticipated, organizations should address the administrative and management structure(s) of such arrangements. All data received in response to this Sources Sought/ Market Survey marked or designated corporate or proprietary will be fully protected from any release outside the USG.
