- his is a Sources Sought (SS) Notice only, not a solicitation announcement and should not be considered as such. There is no solicitation available at this time. The Government will not pay for any information received in response to this SS, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This SS does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation is not a promise of future business with the Government. The purpose of this Sources Sought is to conduct Market Research to determine an acquisition strategy for the acquisition of one (1) scope control endoscopy tester with associated Endoscope Manager software for Sterile Processing Service Operations. VAMC Cleveland is requesting one (1) scope control endoscopy tester with associated Endoscope Manager software for Sterile Processing Service Operations. Must be fully automated Must measure and verify the quality of the rigid endoscope Must provide 6 test and measurement functions. Each function must be a specific element of the endoscope and provide detailed feedback and reporting through via the Endoscope Manager Software. o The viewing angle of the endoscope is measured in reference to the manufacturer s specifications. o The light fibers of the endoscope are measured in Lux and based on light emission. o The field of view is measured in degrees and represents the visible range of the endoscope. o The light transmission of the endoscope is measured against it manufacturers reference value. o The focus of the endoscope is measured in relation to a set reference. o The color balance test measures the deviation in relation to its reference value. All test results must be presented in a measurement report providing valuable details and visual feedback about the quality of the endoscope. o Must store all endoscope measurement details for later use in defect and repair reports. o Snapshot feature stores pictures made during the endoscope measurement for visual feedback to support evaluation and reporting. o All endoscope measurement and test results must be stored in a database for reporting purposes. o Reports must be able to be viewed on PC Screens or exported to various formats to be used in documentation. o Software must follow lifetime of the endoscope and compare endoscopes to other endoscopes. o Software must allow end user to check repairs and provide documentation to vendor and biomed of defects. The Department of Veterans Affairs, Network Contracting Office 10, is conducting market research to determine if there are a sufficient number of Small Businesses capable of performing the requirements to warrant a set-aside. The proposed solicitation will be to furnish all materials, labor, equipment and transportation required to provide 3D Microfabrication System to the Louis Stokes Cleveland VA Medical Center. Contractor shall also comply with any other federal, state, and local laws applicable to the industry. Potential sources shall demonstrate experience and knowledge of requirement and capability to provide such commodities. Potential sources should submit: business name and address; point of contact; business size, and any applicable business socio-economic category; capability statement; provide information for recent and relevant projects similar in nature; Recommended alternative product Manufacturer and Part Number; IFUs (Instructions for Use) for alternative recommended products; Literature detailing the specification of any alternative recommended product; DUNS number; contract number if applicable; brochure of equipment.
