Description
THIS IS NOT A SOLICITATION. This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Veterans Health Administration (VHA) Regional Procurement Office, Network Contracting Office (NCO)-16 in Houston, Texas is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought (SS) announcement. This SS does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. OVERVIEW: The Veterans Health Administration (VHA) Regional Procurement Office, Network Contracting Office (NCO) 16, has a requirement for removing and replacing existing storm drain pipe at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas. It is anticipated that this will be a one-time service. The successful offer must be able to: To furnish all parts, labor, supervision, material, and test equipment to replace the existing storm drain pipe. Draft Performance Work Statement: -To remove approximately 60 feet of existing 10 storm drain piping, to include all Wyes, 45, and 90 elbows per current NFPA. Field verification of conditions is required. The piping is located approximately 18 feet above the finished floor. - Install approximately 60 feet of cast iron pipe and all removed fittings per 2018 edition of the National Standards Plumbing Code and VA guidelines to meet original design. -Install proper bracing support for all piping and fittings per 2018 edition of the National Standards Plumbing Code and VA guidelines to meet original design. -Work hours are to be during normal working hours Labor to include: The Contractor shall provide all labor, parts, supervision, tools, transportation, equipment, and materials necessary to remove 60 feet of existing 10 storm drain piping, to include all Wyes, 45, and 90 elbows per current National Fire Protection Association and install approximately 60 feet of cast iron pipe and all removed fittings; install proper bracing support for all piping and fittings per 2018 edition of the National Standards Plumbing Code and VA guidelines to meet original design. All manuals for newly installed equipment shall be provided to the Point of Contact upon completion of project. The unit shall have a manufacturer s parts and defects warranty for period of one (1) year from the date of original installation. II. VETERANS FIRST CONTRACTING PROGRAM: The Dept. of Veteran s Affairs is dedicated to the Veterans First Contracting Program and encourages any certified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) capable of furnishing the required services to respond. In accordance with Veterans Affair Acquisition Regulation (VAAR) sections 819.7005 and 819.7006, if a sufficient number of eligible SDVOSB or VOSB firms are identified during market research the acquisition will be set-aside for SDVOSB or VOSB participation. III. INFORMATION REQUESTED FROM INDUSTRY: Please submit your response (capability statement) in accordance with the following: No more than 5 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; Address if your firm has the capability to perform the repair and installation listed above; Address how long it would take from the date of contract award for you to commence furnishing services; Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. What services or products are sub-contracted? Please provide a breakdown of what your company sub-contracts. Please provide percentages of the work you will be providing as self-performed and sub-contracted. If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement If Service- Disabled or Veteran Owned Small Business, is your company and/or partners registered in VA s VetBiz repository?
