- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources (small and other than small) to perform a potential requirement. Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS code: 541690 and sized standard is $15.0M. NOTE: Respondent claiming SDVOSB and VOSB status must be registered and CVE verified in VetBiz Registry https://www.vip.vetbiz.va.gov/. Project requirements: The Memphis VAMC has a requirement for Radiological Equipment Physics Diagnostics Services and Quality Assurance Program Technical Review. The qualified diagnostic physicist shall perform imaging equipment (x-ray equipment, nuclear medicine cameras, PET/CT cameras, ultrasound units, and MRIs) surveys to ensure compliance with the current American College of Radiology (ACR). All radiation diagnostic physic work shall be performed by a qualified diagnostic radiation physicist. A qualified diagnostic physicist is a person who is certified by the American Board of Radiology (ABR), American Board of Medical Physics (ABMP), or the Canadian College of Physicists in Medicine. The estimated quantity of diagnostic physics surveys of radiation producing machines and other diagnostic machines is to be 100 machines annually. Any deficiencies or non-conformances discovered shall be verbally communicated to the Chief of the Biomedical Department and to the Radiation Safety Officer prior to the Contractor leaving the facility. A diagnostic physics report will be supplied to the Radiation Safety Officer within 30 calendar days after services are provided. The report format and required information will be in accordance with the ACR guidelines and industry standards. The qualified diagnostic physicist shall provide shielding design evaluation/calculations and radiation safety survey for each new, replaced, or relocated x-ray imaging system, if requested for new radiation machine installations. The calculations for each shall comply with the National Council for Radiation Protection and Measurements (NCRP) Report No. 147, and, for dental units, NCRP Report No. 145, and shall be documented in a written report which includes a diagram showing adjacent areas. The qualified diagnostic physicist shall perform a shielding safety survey to verify the structural shielding was installed per the shielding design report and complies with the design goals. A written report of the shielding survey shall be provided to the Chief of Biomedical or RSO within 30 calendar days after the shielding survey has been completed. If requested, the qualified diagnostic physicist shall perform a follow-up inspection of equipment to verify compliance of any necessary corrective action performed to correct deficiencies found. Quality Assurance Program Technical Review. The qualified expert shall review the technical QA program. The review shall include a trend analysis of the QA data; in particular, CT protocols and dosimetry program. The results of the technical QA program review shall be included in the written report. Any trends that identify problems shall be included in the report along with recommended corrective actions. Anticipated period of performance: October 15, 2019 through October 14, 2020 plus four (4) ordering periods. Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, small, etc.,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
