SOURCES SOUGHT NOTICE ELECTRICAL POWER DISTRIBUTION SYSTEM TESTING & INSPECTIONS This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No quotes are being requested or accepted at this time with this notice. The Department of Veterans Affairs, Coatesville VA Medical Center located at Coatesville VAMC, 1400 Blackhorse Horse Hill Rd. Coatesville. PA 19320 has a requirement for Electrical Power Distribution System Testing and Inspection.  The North American Industry Classification System (NAICS) code being considered for this procurement is 238210 Electrical Contractors and Other Installation Contractors and the Product Service Code (PSC) is J061 Maint/Repair/Rebuild of Equipment- Electric Wire and Power Distribution Equipment. The Small Business Size Standard is $15 million. Below is a draft copy of the Statement of Work (SOW). Responses to this notice should include the following: Company name Data Universal Numbering System (DUNS) number Company s address, Point of Contact information (i.e. title, phone number and email address) Company s capability to meet this requirement and any pertinent information which demonstrates the company s ability to meet the above requirements. GSA Federal Supply Schedule contract number, if within scope of this effort (if applicable). Company s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Women Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in www.VetBiz.gov, and be able to meet the limitation on subcontracting in accordance with 13 CFR 125.6; if applicable. Offeror must provide the above requested information. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO website in the near future. Responses to this sources sought announcement are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the forthcoming solicitation announcement, in addition to responding to this sources sought notice. All interested parties must be registered with System for Award Management (SAM) at https://www.sam.gov in order to be eligible for award of Government contracts. Statement of Work INTRODUCTION The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW) for the inspection and testing of the Electrical Power Distribution System and all of its components per the ANSI NETA MTS latest edition, located at the Coatesville VAMC, 1400 Blackhorse Horse Hill Rd. Coatesville. PA 19320. Upon completion a formal report must be furnished with all the findings, corrections made and the recommendations. This report must be presented with all the test results for each piece of equipment. This SOW describes the requirements for the Qualified Electrical Contract Professionals known as "Contractors" in this document, hereafter. Contractors who are contracted by the V HA Medical Center to perform maintenance and testing of the Electrical Power Distribution System, and all of its components shall meet all requirements stated in the section titled "Qualification of Contractors" of this SOW. This SOW describes the requirements to establish maintenance and testing reports. HOURS OF WORK Pricing shall be based on completing all of this work on overtime hours (beyond eight hours Monday-Friday, and all hours on weekends when necessary) Request for work schedule must be submitted in writing ten day prior to starting. "Shut Downs" require a prior fifteen (1 5) working day notification and must be accomplished after hours Monday through Friday 9PM to 5 AM and on weekends only when necessary. Provide all supervision, labor, materials and supplies for testing and inspection of all breakers, transformers, motor control centers, switchboards, relays, tripping devices. bus ducts, switchgear, and batteries. Perform infrared testing of all switchgear, substations, motor control centers. and distribution transformers (dry and oil-filled) QUALIFICATION OF CONTRACTORS: Field Service Technicians who have successfully demonstrated their knowledge and experience in the field of Electrical Power Distribution Systems Testing shall perform field service work. The Field Service Technicians shall be capable of (l) testing, evaluating, servicing, and reconditioning components, (2) assuring that the equipment on which work has been performed is safe, reliable, and acceptable tor its intended purpose, and (3) identifying or additional equipment and potential safety problems, environmental hazards. and code violations. operations: Contractors shall be certified by the National Electrical Testing Association (NETA) as NETA Certified Technician and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Contractor shall provide proof of all certifications, Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of Electrical Power Distribution System and its components in healthcare, industrial, educational, and commercial facilities for a minimum of three (3) continuous years, Contractors shall have safety trainings either on the job, or class room type in electrical safety outlined in the OSHA standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. Contractors shall have ready access to the latest versions of the following references: NFPA 70, National Electrical Code NFPA 70B, Recommended Practice for Electrical Equipment Maintenance NFPA 70E, Standard for Electrical Safety for the Workplace NFPA 110, Standard for Emergency and Standby Power System Osha Standard 29 CFR 1910. Subparts I & S International Electrical Testing Association. INC (NETA) Maintenance and Testing Specifications latest edition Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform work safely, effectively, and, timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 191 0, Subpart I, and NFPA 70E. SUMMARY OF WORK: Complete NFPA required electrical testing on the power distribution system at the Coatesville VAMC. System includes: Indoor 13.800-volt switch gear, Building 17 Chiller Plant motor controls, Outdoor 33,000-volt switchgear, and tie break at 33,000-volt switchgear as stated below: Conductors Visual Inspection of Connections Check Connections for tightness Grounding Equipment Visual Inspection Check Connections for tightness Electrical Test Insulators Visual Inspection Electrical Tests Surge Arrestors Visual Inspection Electrical Tests Protective Relays Cleaning, calibration, and functional tests. Main Indoor/Outdoor Switchgear (3) Outdoor High Voltage Switchgear 33.8KV (22) Medium Voltage Circuit Breakers 13.8K V. Contractors shall trip all breakers. Contractors shall un-rack and rack the breakers back in after testing has been completed. Contractor shall be responsible for the LOTO of all breakers and components while testing Visual and Mechanical Inspection Cleaning and Lubrication Functional Trip Tests Over Potential Tests Insulation Resistance Tests Contact Resistance Tests (2) Capacitors Visual and Mechanical Testing Insulation and Resistance Testing Fuse Continuity Operational Checks Potential Transformers ) Visual and Mechanical Inspection Medium Voltage Switchgear Assembly Visual and Mechanical Inspection Insulation Resistance Tests Perform Oil Sampling on thirty-eight (38) transformers Insulating oil evaluation (6-part screen) Dissolved Gas Analysis Liquid Level Check Fault Gas Analysis Perform Inspection and Maintenance on seven (7) Dry Transformers Infra-red Thermograph Scan and Battery Maintenance. (2) Battery Bank and Chargers, at 74 Substation and 74A Generator Building l) Visual and Mechanical Inspection Torque intercell connectors Pilot cell measurements Cell Voltage and Specific Gravity Measurements 5) Charger Operational Tests 6) Capacity tests and equalization 7) Sample Connection Resistances Infra-Red Scanning (I) Infra-red Scan of Site Electrical Power Distribution Equipment l) This work item must be done while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system. Use and Infra-Red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broke, or corroded connections in the system. Problem connections shall be replaced with new connectors and/or tightened with torque wrench to meet he equipment manufactures specifications. Related Electrical Equipment for the Chiller in BLDG 17 l) Visual and Mechanical Inspection and Cleaning 2 Infra-red Scanning Motor Control Center BLDG 17, 4160 Volt Infra-Red Scan Bus Bar, Wiring. and Terminal Connections Electrical Tests Check Connections for tightness Visual Inspection of Insulators Visual Inspection of Wires Contactors Visual Inspection/Clean Motor Overloads and Relays Check Connections for tightness Electrical Interlocks Inspection Mechanical Interlocks Inspection REPORTING DEFECTS: The contractor shall immediately inform the Contracting Officer and COR in writing in a separate report from the actual testing report of the existence of any in, or repairs required to the Electrical Power Distribution System and shall furnish of a written estimate of the cost to make repairs. The deficiencies repairs shall not be part of this contract. Any repairs identified under this contract will be required under a separate procurement. TheCoatesville VA Medical Center reserves the right to source to another contractor if so required. FINAL REPORT: Provide complete written reports of the work. Information shown in the report shall be as following: Company's name, address, telephone & Fax number. Name and signature of contractors who perform the inspection. VA work contract number. Name and number of the VA Contracting Officer. Date and Time of all work. Copies of contractor's valid license, professional and training certificates. Description and model number of the specialized tools used such as infra-red scanning camera. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. Description of work items. Test Data. Reference Materials such as equipment manufacturers specifications. Remarks on condition of electrical equipment. Recommended Corrective Actions, if any. Submit four (4) hard copies of the complete written report and one (l) CD-ROM of the electronic version of the report in Microsoft Word format to the Contract Officer Technical Representative (COR) with fourteen (14) calendar days of the visit. All reference materials shall be included. Contractors shall report all deficiencies that are deemed critical or catastrophic immediately to the COR and the Chief of Engineering Service for immediate actions.
