- Department of Veteran Affairs (VA) Sources Sought Notice Obtain Advertising Recruitment Support Services This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements Scope of Work Department of Veteran Affairs (VA) Boston Human Resources Management Service is seeking advertising services to provide recruitment support to accommodate requests to place recruitment ads to run concurrently with official Vacancy Announcements and in support of hard-to-fill and critical vacancies. A contract shall be awarded for a base year (12 months) with four potential annual option years. Vendor shall provide the following Advertising Services: Provide consulting services to include drafting and proofreading ad announcements Market research on cost-effective advertising campaigns for physicians and identified hard-to-fill vacancies and, branding within the Veterans Health Administration (VHA) media guidelines: https://www.va.gov/opa/publications/graphicstandards/va_graphicstandardsguide_508_0113.pdf Conduct market research for proposed ad campaigns to include all forms of advertising Post advertisements and provide copies of scanned and mailed tear sheets VA shall provide advertising request to the vendor with potential media outlet platform, vendor shall acquire media quotes and report back to the VA with quote and alternative advertisement suggestions. Once platform has been selected the Vendor shall secure VA approved media time Provide return-on-investment information on advertisements Provide reports on ad placement effectiveness and provide return on investment information Provide advertisement verification with both hard copy and electronic tear sheets of all advertisements Maintain a Filemaker Pro Database of advertisements Shall have a minimum of five years of successful recruitment and advertising services NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (30-JUL-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
