Transaction # 538-19-3-087-0062, PM&RS Request EER #55849, SEPG 106054 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The KayPentax Stroboscopy system will allow the Speech Pathologist To visualize the vocal cords To identify the cause of hoarseness or voice dysfunction that may be caused by swelling of the vocal cords due to heavy use, misuse, irritations, polyps or growths or acid reflux To detect or evaluate vocal cord lesions and other abnormalities such as scar tissue, inflammation or muscle tension disorders To assess function of the voice box and vocal cords To evaluate swallowing problems, which may be due to muscle abnormalities Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Chillicothe VAMC Speech Department requires a system that allows examination video to be recorded and saved in a universal MPEG-4 file format; one with anti-blinking technology to provide razor-sharp and in-focus images of the vibrating vocal folds; accurate pitch-tracking with semi-instant lock-on and automatic light control; slow-motion and frame-by-frame playback to detect abnormal vocal fold movement; flexible zoom to allow panning and zooming of paused exam frames, as well as video playback from a zoomed position; simple one-step montage of glottal cycle facilitates assessment of closure, symmetry, and amplitude; side by side display of two exams to enable pre-and post-intervention image comparison. Reports with still images and key findings to be stored locally and uploaded to CPRS is a requirement as well. Description of market research conducted and results or statement why it was not conducted: This non-competitive requirement is being sole sourced to a SDVOSB based on 38 U.S.C. 8127 (c). Per VAAR 819.7007 Sole Source Awards To A Verified Service Disabled Veteran-Owned Small Business, a Contracting Officer may award a contract to a verified SDVOSB concern using procedures other than competitive procedures provided the award price will not exceed $5m, a Justification is prepared and posted, the SDVOSB concern is responsible with respect to performance and that the award can be made at a fair and reasonable price that offers best value to the Government. In addition, the Contracting Officers determination whether to make a sole source award is a business decision wholly within the discretion of the Contracting Officer. This requirement will be sole sourced to Thundercat Technologies. Thundercat Technologies is the exclusive authorized federal distributor of Pentax Medical products and services.
