Description
The Department of Veterans Affairs, Network Contracting Office 16 intends to procure as a single source procurement in accordance with FAR 13.106-1(b)- Soliciting from a Single Source to the original equipment manufacturer (OEM) Daikin Applied located at 650 Century Plaza Drive, Suite D-130, Houston Texas 77073 providing repairs to the Daikin (VRV-variable refrigerant volume) CAT 2 equipment at the Michael E. DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Blvd. Building #100; Houston, Texas 77030. Title of Project: Daikin Air Conditioning Repairs Scope of Work: The Contractor shall provide earnest repairs needed to Daiken Variable Refrigerant Flow (VRF) air conditioning system to achieve optimal performance and provide a safe working environment for VA employees. General Requirements: The Michael E. DeBakey VA Medical Center in Houston, TX is requesting service repairs for the above systems to include the following coverage options. Shall provide all labor, material, equipment and supervision to repair the Daikin VRF Air Conditioning System on third floor of building 110. These repairs shall be made by Daikin Certified Technicians and work shall be completed in accordance with the Heating Ventilation and Air Conditioning (HVAC) Federal, State and Local regulatory standards and codes. The contractor shall evacuate or recover all existing refrigerant as needed to replace a centralized branch selection box and metering device. This box and metering device are covered under manufacturer s warranty and will be provided by the VA. The contractor shall replace the leaking fan coil unit as described in the diagnostics summary report provided on July 1, 2019. New fan coil unit will be provided by the VA. The contractor shall provide and install a noise filter or surge protector for compressor #2 as described in the diagnostics summary report provided on July 1, 2019. The contractor shall install new oil trap near the evaporator fan coils. The contractor shall either pressure test (nitrogen) or vacuum refrigerant piping system and repair all leaks as needed. The contractor shall provide and top-charge 50 to 70 pounds of R410 refrigerant as needed. The contractor shall re-insulate refrigerant and drain lines as needed The contractor provides a summary and diagnostic report to ensure the system performance is in accordance the OEM specifications. NAICS Code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and Small Business Size Standard is $7.5 Million. PSC Code is J041 - Maintenance and Repair of Refrigeration, Air Conditioning Equipment. A determination not to compete is solely within the discretion of the Government. Interested parties may identify their interests and capability to respond to this requirement within seven (7) calendar days of the publication of this notice (August 7, 2019) by 11:00am (CT). This notice of intent is not a request for competitive proposals, solicitations, or request for offers. This notice of intent could be considered as a source sought to identify other sources that are capable of providing OEM repairs. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall submit clear evidence with either an authorization letter from the Original Equipment Manufacturer (OEM) or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM or OEM train technicians.
