Description
Request for A-E Qualifications The Department of the Interior, U.S. Geological Survey (USGS) has a requirement for A-E Services for construction of a replacement facility for the Hydrologic Instrumentation Facility (HIF). The HIF is currently located at the Stennis Space Center, Hancock County, MS. The HIF provides hydrologic instrumentation and equipment services for the USGS Water Science Centers (WSCs) and numerous other Federal partners. The services include the sales, rental and servicing of equipment, as well as evaluation and development of new instrument technologies and the verification/certification of in-service equipment used to measure water velocity, and water level. These services ensure that quality hydrologic equipment is used by the USGS. A staff of approximately 36 federal employees and 9 contract employees support the work at the HIF. The proposed site of the replacement HIF facility is located on the campus of the University of Alabama, Tuscaloosa, AL (Northeast corner of Kirkbride Lane and North Campus Way). Preliminary programming efforts have identified that the new facility will be approximately 78,000 net usable square feet, including laboratory, office, and warehouse space. The required A-E Services shall include: 1. Pre-Design, Programming and Site Study (minimum of 3 conceptual designs) 2. Schematic Design 3. Design Development 4. Construction Documents 5. Bid Phase 6. Construction Administration 7. Environmental (per NEPA policy) 8. Sustainability (per DOI Policy) 9. Commissioning during Design/Construction 10. Value Analysis/Value Engineering (VA/VE) (participation with an independent VA/VE team) HIF Laboratory Requirements: Tests of instrumentation are performed in conjunction with research and development of instruments conducted by the HIF's Testing Section. Calibration of standard instruments is an essential service provided by the Survey for its district offices and for other Federal and State agencies. Testing in-use instrumentation for Quality Assurance and evaluating whether new and existing instrumentation meet accuracy specifications makes up most of the work in the lab. Laboratory features and equipment include: 1. Head Tank 2. Large Tow Tank 3. Large Acoustic Tank 4. Small Acoustic Tank 5. Tilting Flume 6. Standpipe / Test Well 7. Small Flume Test Stand 8. Sump 9. Jet Tank 10. Next Generation Water Observing System HIF Facility Needs 11. Triaxial Helmholtz Coil and Walk-in Chamber 12. National Monitoring Smart Grid The anticipated period of performance for the design services is 14 months. This notice is an invitation for all eligible A-E firms who have the qualifications required to perform the work to submit a completed SF 330. The associated solicitation number is 140G0119R0031. This requirement is competed full and open. The applicable North American Industry Classification System (NAICS) code is 541310. The associated small business size standard is $7.5M. There is not an incumbent contractor. USGS intends to award a firm fixed price contract for this requirement. All A-E firms responding to this announcement shall submit a completed SF 330. Please provide your firm ¿s DUNS number on the form. All contractors doing business with the Government are required to be registered in the System for Award Management (SAM). For additional information, or to register with SAM, access http://www.sam.gov. All A-E firms responding to this announcement will be evaluated on the following criteria: 1. Specialized experience and technical competence in the type of work required. Provide the following information: a. Experience designing research laboratories with significant specialized expertise in laboratory programming, planning and design. b. Experience in hydraulics research laboratory design. c. Experience with campus and site planning. d. Demonstrated experience in developing conceptual budgets at the programming, master planning and predesign stages, including total project costs both hard and soft. e. History of designing within budget limitations. f. Cost estimation accuracy, as demonstrated with previous projects of similar size and scope that have been built in the past 3-5 years. g. Experience designing sustainable facilities, maximizing energy efficiency with specialized expertise in the Guiding Principles for Sustainable Federal Buildings and green building systems. Firms shall validate their sustainable abilities and practices through completed construction projects, green building awards, professionals with environmental-related certifications as part of the team, and/or use of innovative green technologies in design. 2. Professional qualifications necessary for satisfactory performance of the required services. Education, training, professional registration, certifications, overall and relevant experience, and longevity with the firm of key management and technical personnel. See Experience criteria in Item 1 for the qualifications required. 3. Capacity to accomplish the project in the required time. 4. Past performance on built projects in terms of cost control, quality control, limited change orders during construction, constructability, and compliance with performance schedules. Demonstrate that proposed team firms and personnel have a track record of working together. 5. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the proposed construction location. Limit submission to no more than 35 pages. This page limit applies to any cover letter and SF 330 Part I (front and back pages). This page limit does not apply to SF 330 Part II. The Government will not maintain a bidders list for this request for qualifications.
