. The purpose of this amendment is to provide responses to questions submitted by July 26, 2019 at 10am ET and to provide a date and time for site surveys. The date and time for submissions has been extended to August 14, 2019 at 1pm ET. Site surveys will be available Wednesday, August 7, 2019 from 0900 1100 and 1230-1430 for those vendors wanting to see the space identified in the solicitation. Please contact Alan Cychosz at alan.cychosz2@va.gov. Responses to Questions: In the Combined Synopsis/ Solicitation Notice Section 3.0 Scope, Bullet Point #5- suggests that the lighting output meets a minimum of 35 lumens at any location within the computer room. Lumens are a measure of total output of a light source.   Lighting intensity is measured in foot candles. The specification does not denote minimum foot candles in the computer room. Lumens and foot candles are not interchangeable terms, and we want to ensure that we provide the correct material in our quote.  Would you have the minimum foot candles requirement for the computer room? Per the OIT design guide (Feb. 2011) the requirements are as follows: an illumination average level of 30 fc shall be maintained, color temperature of 3500 deg k and a minimum CRI of 70 How many PPQ are required to be included in the proposal? Three PPQs are requested. What are the evaluation criteria for the technical capability factor for this RFQ? What examples of technical capability would you like offerors to provide? Offeror s quote will be evaluated against the SOW requirements/specifications to determine technical capability. Regarding access to the work area, is a lift able to drive on the raised floor or will we be required to use scaffolding for removal of old fixtures and installation of new? The new floor is rated for a frame capacity of 550 lbf and the tiles are rated for 1500 lbf. There is an access ramp in to the data center. Will Lutron programming be required for the new fixtures? Do you have existing Lutron programming drawings or as-builts? The new lighting shall be connected to the Lutron Quantum view program. Drawings are not available from the VA.  Will we encounter any obstructions such as PDU s or IT equipment that we will need to work around or will they be moved out of the way by building staff? A work around of IT equipment will be required as well protecting the equipment. Please confirm work hours for the work be performed?   Normal work hours shall be M-F 0700-1600.
