Description
VOLLMER PEAK TREE REMOVAL The U.S. Geological Survey, Earthquake Monitoring Program, maintains and operates a microwave communication backbone system for transmitting digital seismic data throughout northern California as part of the Northern California Seismic Network (NCSN). One of the nodes for this microwave backbone is at Vollmer Peak, in Tilden Park, part of the East Bay Regional Park District (EBRPD), just east of Berkeley. Over the years the trees around the communication tower have grown tall enough to block the line of sight to many of the remote radios. These non-native trees attenuate the signals, some to the point of stopping data transmission. The USGS has identified approximately 50 to 75 trees for removal/trimming to improve radio communications at the facility. Access to trees is difficult due to steep terrain, heavy brush, and utility power lines. Brush will need to be cleared for access to trees. Contractor shall comply with given environmental guidelines. All cut vegetation shall be chipped and spread on site; if logs are too large to be chipped they shall be removed from the site and properly disposed of. Work must be complete by 01/31/2019. The contractor must be licensed by the California Contractors State License Board (CSLB) as a C-61/D-49 Tree Service contractor. As a condition of USGS' encroachment permit with EBRPD, the contractor must provide evidence of commercial general liability insurance in an amount not less than $2M per occurrence and $4M in aggregate, and automobile liability insurance in an amount not less than $1M per occurrence. Insurance must include EBRPD as additional insureds. The USGS contemplates award of a firm-fixed-price type contract utilizing the commercial services acquisition procedures of Federal Acquisition Regulation (FAR) Part 12 in conjunction with the Simplified Acquisition Procedures of FAR Part 13. The solicitation, as a Request for Quotations, including a detailed statement of work and source selection criteria, will be available no sooner than the week of 12 August 2019. The solicitation is not available for release at this time. Interested parties may contact the Contracting Officer identified below by email to be added to the interest list. The applicable North American Industry Classification System (NAICS) code is 561730, entitled "Landscaping Services." The associated small business size standard is $7.5M in average annual revenue. The Product Service Code is F014, entitled "Natural Resources/Conservation - Tree Thinning." This acquisition is subject to 41 U.S.C. chapter 67, Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). This immediate acquisition is set aside for participation by small business concerns (total small business set-aside) and there is no incumbent contractor.
