- Under the authority of FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue an extension of the services under the Innovative GEOINT Application Provider Program (IGAPP) contract. The IGAPP contract provides functions to identify/locate/acquire application vendors, expanding the NGA's marketplace reach as a broker between national, Department of Defense (DoD), commercial, and international customers and GEOINT content and services in delivering the need for GEOINT software applications. The solicitation for the IGAPP was issued under full and open competition and awarded in September 2014 to Engility Corporation, 4801 Stonecroft Boulevard, Chantilly, VA 20151. The NGA believes Engility is the only source reasonably available to satisfy the requirements. Pursuant to FAR 6.3021(a)(2)(iii), the "services may be deemed available only from the original source in case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in - (A) substantial duplication of cost to the government that is not expected to be recovered through competition; or (B) unacceptable delays in fulfilling the agency's requirements." The extension is to support the services performed and transition of services under the contract that include Marketing, Testing and Evaluation, and Program/Business Administration, that requires technical knowledge, expertise, and/or experience in Engineering, Software Development, Information Assurance/Security, Program Management, and Marketing/Business along with an understanding of NGA Application Services Governance and application testing processes for hosting to the NGA environment. The period of performance for this requirement will be up to three months. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
