- The Department of Veterans Affairs, Network Contracting Office 16 Notice of Intent to Sole Source in accordance with FAR 13.106-1(b)- Soliciting from a Single Source to the Phelps Designs, LLC. located at 2654 Burning Trail in San Antonio, Texas 78247-3809 providing updates to four VA mobile apps developed from 2012 to 2015 by Phelps Designs LLC for Ellen Teng, MD. PhD. Mental Health Care to Rural Veterans: 1-Conquer Panic (for iOS), 2-Conquer Panic (for Android), 3-Conquer Anxiety (for iOS), and 4-Conquer Anxiety (for Android) at the Michael E. DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Blvd. Building #100; Houston, Texas 77030. Title of Project: Services - Updates to four VA mobile apps developed from 2012 to 2015 by Phelps Designs LLC. Scope of Work: The Contractor shall provide updates to four mobile apps were developed from 2012 to 2015 by Phelps Designs LLC for Ellen Teng, MD. PhD. Mental Health Care to Rural Veterans: 1-Conquer Panic (for iOS), 2-Conquer Panic (for Android), 3-Conquer Anxiety (for iOS), and 4-Conquer Anxiety (for Android) at the MEDVAMC. General Requirements: The MEDVAMC is requesting services for the above to include the following coverage options. Four mobile apps were developed from 2012 to 2015 by Phelps Designs LLC for Ellen Teng, MD. PhD. Conquer Panic (for iOS) Conquer Panic (for Android) Conquer Anxiety (for iOS) Conquer Anxiety (for Android) Contractor shall provide updates to these four mobile apps functional on the latest iOS and Android platforms will be based on the design documentation and the code created from that time period as defined by prior contract for the designed VA256-12-P-2538. Minimal designs changes will be made to ensure the apps work within the new publishing parameters set by Apple, Inc. and the Google Play store. Two rounds of minor text changes will be included to ensure that all information provided is up to date and accurate. All four apps will continue to be run on a local database, and not have external server connectivity. Programming updates include: Update codebase to meet new requirements set by Apple and Google Update the internal database and libraries Update backwards compatibility to common older device versions Update any links to outside resources Graphic updates include: Splash screen updates to fit new phone formats Graphic modifications to full screen images to fit new phone formats Minor updates to look/feel to ensure consistency Contractor shall assist the Client in creating an iOS developer account to test and publish the code for the iOS versions of the applications. Contractor shall assist the client to submit final code for publication. Contractor shall assist the Client in submitting the code into Google Play store for publication. NAICS Code is 334210 - Telephone Apparatus Manufacturing with a Small Business Size Standard is 1,250 employees. PSC Code is D318 - IT & Telecommunications - Integrated hardware/software/services solutions. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above general requirements. A determination not to compete is solely within the discretion of the Government. Interested parties may identify their interests and capability to respond to this requirement within seven (7) calendar days of the publication of this notice by 11:00am (CT). This notice of intent is not a request for competitive proposals, solicitations, or request for offers. This notice of intent could be considered as a source sought to identify other sources that are capable of providing services. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall submit clear evidence demonstrating their years of experience outlined above with the firm, subject matter expert, and trail expert as requested.
