Description

GENERAL : The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a total small business set-aside basis from all interested small businesses having the capability to perform the work described below. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. Proposals for this solicitation are due no later than 3:00 p.m. Mountain Time, on Wednesday, September 4, 2019. The entire solicitation package with all attached documents are available in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications and Drawings will be available in Adobe PDF format through www.fedbizopps.gov. Paper copies of this solicitation will not be made available. PROJECT DESCRIPTION : Shenandoah National Park is located in the Blue Ridge Mountains in the Northwestern part of Virginia. The project includes work on Skyline Drive (MP 33.38 - MP 50) White Oak Falls Trail Parking, Limberlost Trail Parking, Timber Hollow Overlook Parking, Crescent Rock Overlook Parking, Upper Hawksbill Parking, Spitler Knoll Overlook Parking, Franklin Cliffs Overlook Parking, and Fishers Gap Overlook Parking. The work will consist of pavement management of the roads, parking areas and pullouts within Shenandoah National Park. This work includes, but is not limited to, asphalt planing, overlay, excavation, full depth pavement, spot repairs and pavement markings. PROCUREMENT TYPE : The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. This negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price to determine the best value (trade-off process) to the Government. SET-ASIDE TYPE : This is a competitive total small business set-aside acquisition limited to small business firms. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the anticipated solicitation. NAICS CODE : 237310 - Highway, Street, and Bridge Construction with a small business size standard of $36.5M. MAGNITUDE : In accordance with FAR 36.204, the project magnitude is estimated to be between $5,000,000 and $10,000,000. DURATION : The contract performance period is expected to be 365 calendar days from notice to proceed. SITE VISIT : A formal Pre-Proposal Conference/Site Visit will not be scheduled for this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
