- The Pittsburgh District of the U.S. Army Corps of Engineers has a need for the replacement of the existing vertical lift gate operating machinery at Crooked Creek Dam. Crooked Creek Dam is located on Crooked Creek, in Armstrong County, Pennsylvania, 7.2 miles above the junction of the creek with the Allegheny River near Ford City Pennsylvania. Crooked Creek Dam is an earthen embankment dam with a reinforced concrete water intake tower located within the reservoir which controls the dam operating gates. The gate machinery is located within the intake tower on the operating floor level and can be accessed from a dam service bridge from the adjacent project access road. An existing 20 ton overhead crane located within the intake tower can be used to remove the existing gate machinery and place the new gate machinery. The purpose of this contract is to replace the existing vertical lift gate operating machinery with new machinery utilizing round wire rope. This contract will also include the replacement of power feeders to the machinery and replacement of grating in the work platform under the machinery. The contract will include three awardable options. One machine, as well as its associated grating and power feeder, will be replaced in each option plus the base contract, for a total of four new machines. Furthermore, a lifting beam designed to lift the new machinery will be included in the base contract. In order to maintain dam gate operations, only one gate can be replaced at a time. Below are some specific features, important elements, and details required as part of the gate operating machinery replacement contract: a. Remove existing machinery with its wire rope and associated grating. b. Design, manufacture and install new machinery (approximate 115 ton capacity) with its wire rope and associated grating. The new machinery must weigh less than 20 tons. c. Remove existing power feeders. d. Supply and install new power feeders. e. Supply a new lifting beam for the new machinery. This procurement is 100% small business set-aside. The NAICS Code is 237990, and a small business size standard of $36.5 M. All responsible bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued approximately July 5, 2019 online only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored. In order to receive notification of any amendments to the solicitation, interested vendors must register as such on the www.fbo.gov website. If you are not registered, the Government is not responsible for providing notification of any changes to the solicitation. Contractors must be actively registered in the System for Award Management (SAM) database at the time the bids are due (go to www.sam.gov to register).
