- The Canandaigua VA Medical Center located at 400 Fort Hill Avenue, Canandaigua NY 14424 has a requirement for Boiler Plant Study to perform an in-depth study, comparing the option to replace current dual fuel boilers (NG and Diesel) boilers in place versus replacing biomass boilers in an adjacent building with dual fuel boilers (NG and Diesel). The study shall include a full report of findings and research, and a detailed estimate for both situations with recommendations for how to proceed. The layout is a campus with more than 30 buildings located on over 20 acres. The study shall: Provide site investigation and field measurements for all aspects of design requirements. This shall include utility locations, proper spacing of equipment, and proper tie in locations. The areas required are the current boiler plant and the biomass plant. Provide investigative design services, and cost estimate required to upgrade current facility. Services will include all Mechanical, Electrical, Site/Civil, Structural, and Architectural work associated with this project. Provide a Cost Analysis determining the cost of upgrading the existing dual fuel boilers that are end of life. Provide a separate Cost Analysis determining the cost to retrofit the existing wood chip biomass boilers into new dual fuel boilers. The cost analysis shall also include the decommissioning of the old dual fuel boilers. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing site, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include an identified number of visits included in the proposal. The VA shall provide access to hardcopy files of existing drawings, and the Engineering firm shall perform all searches of these files for any required reference materials to support design efforts. Assess the intent and scope of this project and work with the Medical Center staff to develop a final cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Canandaigua Engineering Service, VA Network 2, or any other government comments. The NAICS Code is 541330. The expected cost for this firm fixed price purchase order is estimated at between $25,000.00 and $100,000.00. This sources sought is to determine whether there is sufficient interest to warrant either an open market or a small business set aside competition for this procurement.
