Description
This notice is now a soliciatation - see attachment. All questions regarding this solicitation must be submitted to the government for clarification no later than 10:00 a.m. CST on Friday, August 16, 2019. The Federal Bureau of Prisons, U.S. Medical Center for Federal Prisoners, Springfield, Missouri, intends to make a single award for the provision and installation of a Digital Imaging Network - Picture Archiving and Communications System (DIN-PACS) at the U.S. Medical Center for Federal Prisoners, 1900 W. Sunshine Street, Springfield, MO. A Digital Imaging Network - Picture Archiving and Communications System (DIN-PACS) is an open system network of digital devices designed for the effective acquisition, transmission, display, and management of diagnostic imaging studies. The PACS will be required to integrate existing modalities: CT, ultrasound with dynamic cine loops, radiology fluoroscopy, and radiography. The PACS system will be required to integrate with imaging systems from different vendors. The PACS must have capabilities that allow for future modality expansion, such as dental imaging. The system must have advanced CT reformat capabilities and multi-modality post processing capabilities. The system will have export functions for DICOM images which include; CD/DVD burning and USB memory stick. The PACS will be required to have the ability to scan and/or print DICOM images for inclusion into existing studies. There must be a function for the technologist to integrate technologist notes into the study. The system must be able to provide a worklist with HL7 interface server software. There is a zero footprint viewer. The PACS should include at least one reading station with the ability to expand as needed. All hardware and software must include applicable unlimited license and be able to meet our requirements for at least five years. The entire PACS will be new with a full five year warranty by the vendor. No component of the PACS will be discontinued, used, refurbished, pre-owned, surplus, or a system which is no longer supported from the vendor. Existing studies to migrate is approximately 13,000 total from 2 legacy systems. Estimated yearly studies is 1,500. Award will be made to the responsible contractor whose offer, conforming to the solicitation, is considered to be most advantageous to the Government based on price, past performance, and technical. Technical will be evaluated based on conformance to the requirements in the solicitation, features of the equipment, and/or any other reasonable basis. This acquisition is a 100% small business set aside, FOB destination, firm fixed price contract. The solicitation will be available on or about August 7, 2019, and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fbo.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this solicitation. Hard copies of the solicitation will not be available. The anticipated date for receipt of quotations is on or about August 21, 2019. All offerors must be actively registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Payment will be made using Electronic Funds Transfer (EFT). Offerors may obtain information on registration and annual confirmation requirements at www.sam.gov. Faith-Based and Community Based Organizations have the right to submit offers/quotes equally with other organizations for contracts.
