Description
Army Contracting Command - Warren (ACC-WRN) intends to issue a Request for Proposal (RFP) W56HZV-18-R-0039 for the Armored Multi-Purpose Vehicle (AMPV) and M113 Family of Vehicles (FOVs) for System Technical Support (STS)/ Post Production System Support (PPSS) /Sustainment System Technical Support (SSTS). This procurement will be restricted to BAE Systems Land & Armaments, LP (BAE Systems) of Sterling Heights, Ml, under the FAR authority 6.301-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. BAE Systems is the Original Equipment Manufacturer of the AMPV and M113 FOVs. The Technical Data Package is source controlled by BAE Systems and is non-competitive. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. STS, PPSS, and SSTS services will include engineering, fielding, logistics, and program management support. The Government intends to award a new five year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract allowing for award of Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Firm Fixed Price (FFP), or Fixed Price Incentive-Firm Target (FPIF) Task Orders (TOs) on either a Completion or Term basis. The total period of performance, including all ordering periods is approximately 5 years covering fiscal years 2020-2024 (FY 20-24) with an estimate of 3,353,151 hours. The RFP is targeted for release by 30 Aug 2019. The proposals will be due approximately 60 days after the RFP s released. Contract award is targeted for 2nd quarter of FY 2020. This is a pre­solicitation notice, otherwise known as a synopsis.
