THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS   The Department of Veterans Affairs is conducting a sources sought to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small businesses concerns shall be capable of providing the necessary equipment and personnel to furnish service in the volume required for all the items under this contract. Contractor shall meet all requirements of Federal, State or City codes regarding operations of this type of service. The NAICS code is 561421 (Size Standard: $15M) The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing full time Call Center and Administrative Support Services for the Atlanta VAMC, for a base plus a one-year option period, as stated below: Location of Services Provided: Atlanta VAMC; 1670 Clairmont Road, Decatur Georgia 30033 2. Scope of Work: The contractor shall provide qualified workers with clerical skills and experience needed to carry out on-site administrative support services in such a manner as to ensure effective and efficient day-to-day operations of the Atlanta VAMC. These services will include but not be limited operating the travel call center, receiving and/or making authorized business calls associated with the operation of the Atlanta VAMC, filing, typing, material duplication and collation, data entry, document scanning, carrying out receptionist duties as may be required, administrative recordkeeping, mail room operation and accounting functions associated with the operation of a call center and other clerical tasks and duties necessary or needed to support the Atlanta VAMC. Normal duty hours will be 0600 - 1700, Monday through Friday. Services may be required during other than normal duty hours which may include weekend operations. 3. Specific Mandatory Tasks and Associated Deliverables: Call Center - Operates call center to provide customer service and support to vendors, VA patients, and other parties as are appropriate and in compliance with VA rules and procedures to support the Beneficiary Transportation operations. Call Center will provide information, address requests for information or assistance and may retrieve or verify data related to transportation requests or may make calls to VA patients, vendors or other appropriate parties to carry out the Beneficiary Transportation processing activities. Accurately audits transactions for services in accordance with Beneficiary Transportation rules and review invoices for correct health information, patient demographics and any other required data to assure accuracy prior to submission to accounting. This includes analyzing trip data and matching that data with invoices submitted and VA log records. As needed or required makes updates to travel authorizations. Any other related duties or tasks required to carry out Beneficiary Transportation processing. Contractor personnel may be required to possess demonstrated knowledge of the following software applications upon employment in certain job assignments: Microsoft Office 2000 (including Outlook for email) Windows NT 4.0 Microsoft Word, Excel, Power Point This will include the mandatory Cyber Training and VHA Privacy Policy Training before gaining access to sensitive information. Other training requirements may be stipulated by the Atlanta VAMC. Contractor employees will be required to apply for an obtain VA security clearance prior to performance of work. The contractor should perform preliminary security screening prior to submittal of application for VA security clearance. The contractor will be responsible for delivering all end items specified. The following are deliverables, which fall in the scope of this contract. a. Reports: Monthly Activity Report Monthly Invoice Analysis Report Monthly Performance and Cost Report 4. Type of Contract: This shall be a firm fixed price contract. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed three (3) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUB Zone, SDVOSB, etc.); and 4) Familiarity and product knowledge, and/or provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service Responses are due no later than 15:00 EST, Wednesday, August 14, 2019, and shall be electronically submitted to: denedra.threatt@va.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
