Description

This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 6.302-3(a)(2)(ii) in response to the mandatory requirement for a 15 day notification. The purpose of this synopsis is to announce the Food and Drug Administration's intent to negotiate a Firm Fixed Price sole source modification to an existing contract with Columbia University located at 630 W. 168th St., Box 49, New York, NY 10032-3725. The current contract number is HHSF223201810176P, entitled "Studies on Hair Loss (Alopecia) Associated with the Use of Cosmetic Hair Products and Ingredients in These Products." The Fixed Price modification is necessary to expand the scope of the study to incorporate lessons learned from the Pilot Study and provide for more meaningful and comprehensive data in a timely manner without substantial duplication of cost and effort and/or risk to performance. Therefore, in accordance with the authority of FAR 6.302-3(a)(2)(ii) and the application of FAR 6.302-3(b)(2)(i), it is necessary to award this modification to Columbia in order to "...maintain an essential...research...capability to be provided by an educational or other nonprofit institution..." and to "...maintain an essential capability for theoretical analyses, exploratory studies, or experiments in any field of science or technology." The anticipated extension to the period of performance for this modification is twenty-two (24) months following execution of the modification. The estimated total amount of this modification is approximately $120,000.00.
