Description
NTESS is seeking proposals for collaborative partnerships from a U.S. company or companies to advance sCO2 power cycles and foster growth for U.S. industry. This will be a partnership between SNL and selected industry partners, through which we intend to create or improve sCO2 technologies applicable to U.S. manufacturing or commercialization. NTESS, Nuclear Energy Systems Laboratory (NESL) / Brayton Lab seeks to collaborate with commercial developers (the ‘partner') of supercritical carbon dioxide (sCO2) closed Brayton cycles (CBC) through experimental testing of their systems in a new test cell under construction at the Brayton Lab. This FBO calls for partners seeking to test sCO2 Brayton power systems in order to demonstrate grid-readiness of the technology and eventual demonstration power on the grid. Testing objectives include: 1) verifying the system performance and the quality of its electric output to relevant standards. 2) performing functional tests to establish operational and control procedures, and to characterize the system interaction under typical usage scenarios. 3) accumulating reliability data and developing failure mitigation techniques through endurance testing. Brayton Lab input and output capacities will be sufficient for interfacing with an up to 5 MWe sCO2 CBC. The test cell includes natural gas supply, heat rejection system, electrical energy rejection, auxiliary electrical supplies, CO2 (but not inventory management), and data acquisition system to validate system performance. The partner will provide a complete/partial sCO2 CBC power system that includes some/all necessary turbomachinery, natural gas combustion system, heat exchangers and recuperators, CO2 inventory management, controls architecture and programming, piping, and any other features necessary to operate the power system within the Brayton Lab test cell and interfaces. Partners that do not have the full system developed, are still encouraged to apply for consideration. The Brayton Lab team will be involved in power system testing and have access to design information that is sufficient to verify compliance with SNL safety requirements. Funding information: Selected partners could be responsible for funding any materials or equipment purchases required for the collaboration. The Cooperative Research and Development Agreement (CRADA) is the mechanism that facilitates collaborative work with SNL; however if there is a specific deliverable or service that a selected partner would like Sandia to perform in a non-collaborative fashion, then the proper mechanism would be a Strategic Partnership Project (SPP). A decision to utilize a CRADA or a SPP will be mutual and be based upon the negotiated Statement of Work. The award period will be negotiated after the proposal selection process is completed. Any intellectual property developed by the selected partner during the course of this agreement will be retained solely by the partner. Selected partners will also have the option to negotiate up to and including an exclusive license to any new intellectual property developed jointly with or solely by SNL during the course of the partnership. Please see "Technology Partnerships" for a description of the various types of partnerships and agreements available. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (06-AUG-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE. PLEASE CONTACT 877-472-3779 or fbo.support@gsa.gov REGARDING THIS ISSUE.
