Description
This is a combined Synopsis/solicitation for the United States Department of Agriculture, Agriculture Re search Service, prepared in accordance with the format to Subpart 12.6, as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation, quotes are being requested and a written notice, will not be issued. Solicitation Number 971536 - is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 2019-03 dated July 12, 2019. The above referenced solicitation number is to be competed - for - Full and Open Competition - referencing NAICS - North American Industrial Classification code 334516. Required Instrument - Quant-Studio real-time PCR system and accessories. Minimum requirements - a. Instrument has three interchange blocks The instrument must have three user-interchangeable blocks to accommodate 96-well, Fast 96-well low volume, or 384-well plates. No service visits or re-calibration are necessary after a block change. b. Instrument upgraded to QuantStudio TM 7 Flex Real-Time PCR System The instrument must be upgradable, at the user's site, to a QuantStudio TM 7 Flex Real-Time PCR System to enable all additional functionality including TaqMan Array Card compatibility, Automation Accessory compatibility, and 6 x 6 decoupled filters. c. 40 cycle real-time PCR reaction The instrument must complete a 40 cycle real-time PCR reaction using fluorogenic 5' nuclease assay and fast chemistries in a standard 384-well plate in under 35 minutes. Instrument must also run in standard ramping mode with standard chemistry. d. Instrument includes an OptiFlex TM System The instrument must include an OptiFlex TM System which combines 5 coupled excitation and emission filter sets to enable collection of up to 5 unique combinations of wavelengths during a single run for multiplexing. e. The instrument supports at least two homogeneous reaction chemistries The instrument must support at least two homogeneous reaction chemistries, the fluorogenic 5' nuclease assay using TaqMan TM probes and the SYBR TM Green DNA binding dye chemistry. f. Real-time quantitative PCR installation specifications The instrument must have real-time quantitative PCR installation specifications which demonstrate the ability to distinguish between 5,000 and 10,000 template copies with a 99.7% confidence level. g. The instrument software The instrument software will allow both TaqMan and SYBR TM chemistries in the same run by collecting different filter colors for PCR versus melt curve stages. h. Genotyping optimization tool The instrument software must contain a genotyping optimization tool that uses real time data to help pick the best cycle number for the genotyping call, saving run cycles and time. i. The instrument software allows for conversion The instrument software must allow the conversion of Applied Biosystems TM 7900HT Software and ViiA TM 7 software protocols. j. Software batch analyze The instrument software must allow users to batch analyze up to 150 experiments simultaneously. k. Instrument status monitoring The instrument software must provide status monitoring of 15 instruments and real time run plot from 4 instruments at a time and the instrument software must allow up to 10 different users to simultaneously monitor 1 instrument. l. The instrument software includes links to common applications The instrument software must include a ReadiApp TM button that contains a link to common applications like Copy Number Variation, miRNA Gene Expression, and SNP Genotyping for quick start of runs. The instrument software must include statistical analysis tools like Box-Whisker plots to assess Ct distribution, scatter plots and heat maps to assess sample correlation and quality. m. Instrument software provides import and export capabilities The instrument software must provide import capabilities of files from Excel TM, Text, ViiA TM 7, and 7900 HT Templates. The instrument software must allow user to save pre-defined analysis settings for auto-exporting run data into their format of choice, including 7900HT software, ViiA TM 7 software, and RDML (Real time Data Markup Language, compliant with MIQE Guidelines) export formats. n. Instrument software security The instrument must be cUL (tested to CAN/CSA standards), UL, CE, C-TICK, WEEE compliant. o. Vendor supplied consumables Vendor must be able to supply all the necessary consumables to perform real-time quantitative PCR and SNP genotyping, including PCR reagents designed for use with the fluorogenic 5' nuclease assay, PCR reagents designed for use with SYBR TM Green I dye assay chemistry, fluorogenic probes, reaction plates and adhesive plate sealing covers. PCR reagents are also available with an optional passive internal reference ROX dye to minimize well-to-well variability.
