- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 68HE0519Q0002 and is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03. Responses may be submitted via email to the point of contact (POC): Sara King at King.Sara@epa.gov, no later than the close of business on August 13, 2019. The North American Industry Classification System code 423490 "Other Professional Equipment and Supplies Merchant Wholesalers " has a small business size standard of 150 employees. The product service code is 6665 "Hazard-Detecting Instruments and Apparatus". This requirement is a total set-aside for small businesses. Region 5, U.S. EPA, Superfund Division, Emergency Response Branch requires a portable Rapid Deployment Kit (RDK) which includes: 4 monitors (including sensors: PID ppb, LEL, O2, CO, H2S, Gamma), a meteorological sensor, a wireless router (2-mile range), radio module and WIFI capability. The portable RDK is intended for outdoor field use, so must be rugged and weatherproof. The units must include rechargeable batteries for field personnel at a site, where batteries should be able to support a full day of field work. Each unit shall include all necessary hardware and software components (i.e. power cables/chargers, sensors, battery, case). The recommended brand name and part number are identified below. The government may consider quotes on a brand name or equal basis. If quoting another device besides the recommended brand name, then the instrument must be compatible and link (via port) to EPA ¿s VIPER data acquisition system, which transmits data from field sensors to a local computer, remote computer, or an enterprise server. Refer to attached technical specifications for or equal comparison.
