Description
Army Contracting Command - Rock Island (ACC-RI) intends to contract using other than full and open competition for cyber engineering in support of Project Manager Defensive Cyber Operations (PM DCO). Specifically, the Government has an ongoing requirement to develop, plan, install, configure, and integrate the network architecture infrastructure for the Forge, Armory, and Mission Network. As these critical elements evolve and cyber technologies and capabilities are realized, the contractor is responsible to develop, plan, install, configure, and modify each critical element to include the physical and virtual aspects of the DCO network infrastructure. Accordingly, the ACC-RI intends to modify Task Oder No. W52P1J-18-F-0064 awarded under IDIQ No. W52P1J-18-D-0027 to NES Associates, LLC, 6400 Beulah Street Ste. 100 Alexandria, VA 22310-2628, for a minimum of four months with options to extend up to 10 months. This extension will act as a bridge contract to prevent a gap in needed support services while a follow on contract is competed. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with the incumbent contractor in support of the planned bridge contract extension. Interest and capability to respond to the requirement from interested parties will be considered by the Government until 9:00am Central Time on 13 August 2019. Information received from interested parties will be considered solely for the purpose of determining whether it is in the Government's best interest to procure using other than full and open competition. All final determinations to award contracts with the incumbent contractor using other than full and open competition is solely within the discretion of the Government. Such determinations will be publicized in accordance with FAR requirements. Interested vendors who wish to seek subcontracting opportunities should contact the above named company directly.
