Description
This Notice is Step 1 of this 2-Step A-E Solicitation, the Request for A-E Qualifications USGS, A-E SERVICES, Alaska Gas Hydrate Production Test Well Design and Test Plan The Department of Interior, U.S. Geological Survey (USGS) has a requirement for A-E SERVICES to design an Alaska Gas Hydrate Production Test Well and Test Plan. See Attachment 1 Work Statement for a description of the A-E services required. This notice is an invitation for all eligible A-E firms who have the qualifications required to perform the work to submit a completed SF 330. The associated solicitation number is 140G0219R0031. This requirement has no set-aside restrictions. The applicable North American Industry Classification System (NAICS) code is 541330. The associated small business size standard is $15.0M. There is not an incumbent contractor. USGS intends to award a firm fixed price purchase order under the Simplified Acquisition Threshold for this requirement. All A-E firms responding to this announcement shall submit a completed SF 330. Please provide your firm's DUNS number on the form. All contractors doing business with the Government are required to be registered in the System for Award Management (SAM). All A-E firms responding to this announcement will be evaluated on the following criteria: Solicitation for award will be in accordance with FAR Subpart 36.6 Architect-Engineer Services using 36.602 -- Selection of Firms for Architect-Engineer Contracts. (a) All potential contractors shall provide their firm's SF330 and support documentation for the below FAR 36.602-1 Selection Criteria. In accordance with FAR 36.602-1 Selection Criteria: (a) The USGS will evaluate each potential contractor in terms of its: (1) Professional qualifications necessary for satisfactory performance of required services. Proposals shall include diplomas, certificates, and other qualifications of the proposed key personnel architect(s) and engineer(s); (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Proposals shall include a narrative not to exceed 20 pages describing the offeror ¿s experience and competence with regard to Attachment 1 Work Statement; (3) Capacity to accomplish the work in the required time. Proposals shall include a draft schedule of salient deliverables and their periods of performance with the starting date being the date of award; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Proposals shall include not less than three references for same or similar work, as described in Attachment 1 Work Statement performed by the offeror in the past three years; (5) Location in the general geographical area of the project and knowledge of the locality of the project; (6) Acceptability under other appropriate evaluation criteria. Proposals shall include a narrative not to exceed 20 pages, describing the following appropriate evaluation criteria: (a) The contractor shall have direct experience with the planning and operation of gas hydrate research drilling and production testing efforts in both Arctic permafrost (Alaska North Slope and Mackenzie Delta Canada) and marine environments. (b) The contractor shall be proficient in interpreting the geology and reservoir properties of gas hydrate accumulations on the Alaska North Slope, which shall include a documented technical reporting/publication record. (c) Professional services of an engineering nature as described in Attachment 1 Work Statement, as defined by applicable State law, requires to be performed or approved by a registered/licensed engineer. (d) Other professional services of an engineering nature or services incidental thereto (including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals and other related services) that logically or justifiably require performance by registered architects or engineers or their employees. FAR 36.602-5 Short Selection Process for Contracts Not to Exceed the Simplified Acquisition Threshold may be applied. In accordance with FAR 36.606 Negotiations, the USGS will enter negotiations starting with the best qualitied potential firm responding to this solicitation. The Government will not maintain a bidders list for this request for qualifications. However, firms are strongly encouraged to utilize and review the "Interested Vendors List" tab found on the FedBizOpps website for this notice.
