- The Department of the Navy, Naval Information Warfare Center Pacific, has a requirement for the power supply for the network devices hosted on the ULAN (Unmanned Ship Vehicles (USV) Local Network). This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-100 (August 22, 2018) and Defense Federal Acquisition Regulation Supplement (DFARS) (August 24, 2018). In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications by the close date of the solicitation. Offerors interested in responding to this requirement must provide a quote for the attached list of materials. This supply power procured will be used to provide the power supply for the network devices hosted on the ULAN (USV Local Network). The ULAN is primary network of the Unmanned Ship Vehicles. Which will be deployed to the fleet in the future. Quotes for alternative System Configurations will not be considered. The government intends to award a single firm-fixed priced (FFP) order, based on a lowest price technically acceptable basis. The government reserves the right to award without discussions. Quoted items must be new. Quotes for refurbished equipment will not be considered. Quotes must include all applicable costs, including shipping and handling, the total quoted price will be the evaluated price. Item(s) will be shipped to: Attn: OT7 Code 55150 NIWC PAC 4297 Pacific HWY San Diego, CA 92152 Offerors must also submit the following with their quote, if not completed in their SAM registration: Completed copy of provision 252.209-7991 Completed copy of provision 52.209-2 Completed copy of provision 252.225-7000 Estimated delivery lead-time See attached for provisions and clauses applicable to this requirement. Deadlines: Quote packages are due by 8:00 AM Pacific Local Time on 15 August 2018. Quotes must be submitted via email to philip.salwan@navy.mil. Quotes will not be accepted by any other means. Late quotes will not be considered. Offerors will receive an email confirmation that their quote was received and whether it was on time or late within two (2) business days. Quote packages should include a cover sheet that provides the following information: Company Name Point of Contact, to include email and phone number DUNS Number or CAGE Code Statement that includes acknowledgement of latest amendment number (if applicable). Failure to acknowledge the most recent amendment number, may render an offeror's quote non-responsive.
