Description
This is a pre-solicitation notice for NFPA Fire Service Education and Training. The scope of the training is as follows: This requirement is intended to provide in-house fire service education and training requirements per National Fire Protection Association (NFPA) standards. This requirement will be awarded as a firm fixed price, base plus four (4) option periods This requirement will also provide value-added firefighter education and training activities in manual fire combat as needed by the GCPO fire department. Each on-site training requirement will be based on GCPOs evaluation of site-, personnel- and topical-specific needs and requirements. The Contractor will provide education/training based on those needs and requirements. The Contractor must have knowledge of National Fire Protection Association (NFPA) structural fire training and education requirements, Industrial Fire Protection systems suppression and regulations and best practices. Contractor must also be an industry expert in Compressed Air Foam (CAFS) use and application along with Fire Protection for Hydroelectric Generating plants with High Voltage Electrical, Transmission and Generation fire systems and suppression. The work will consist of: (1) Firefighter quarterly education and training through the fall of 2024 per a predetermined training schedule. (2) Written report in accordance with NFPA 1410, addressing personnel performance at the conclusion of each quarterly training session. (3) Review GCPO firefighting equipment and provide written recommendations for potential updates to increase manual fire suppression capability. (4) Develop check-off list in accordance with NFPA 1002: Standard for Fire Apparatus Driver/Operator Professional Qualifications. (5) Review fire department specific program information and provide a written evaluation in accordance with NFPA 850 and 851. With the exception of the Contractor secured facility for live fire burn training, the place of performance is the Grand Coulee Power Office, Grand Coulee, Wa 99133. The period of performance is base plus 4 option years. The anticipated issue date for the solicitation is the second week of August 2019, and the solicitation no. is 140R1719Q0020. The solicitation will be posted to FedBizOpps and FedConnect. Reclamation intends to award one fixed-price service contract. The anticipated award date is the second week of September 2019. An Offeror is required to be registered in SAM when submitting an offer or quotation and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. These items will be purchased in accordance with FAR Part 12, and 13; simplified acquisition procedures apply. This requirement is a Service Disabled Veteran Owned Small Business set-aside. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. The Government will evaluate quotes based on factors listed in the solicitation. The PSC code for this requirement is U099 and the NAICS code is 611519. The small business size standard is $15M.
