- The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, on behalf of the Tennessee Valley Healthcare System (TVHS), is issuing this pre-solicitation notice for the anticipated issuance of solicitation number 36C24919R0069. Said solicitation is intended to illicit proposals for non-emergent transportation services at the TVHS. The North American Industry Classification System (NAICS) for solicitation number 36C24919R0069 will be 485991. NAICS 485991 s size standard is $15.0 million dollars. In accordance with FAR 52.204-7, System for Award Management (SAM), all prospective offerors must have an active SAM's registration at the time quotes are received and at the time of award. Background: The TVHS currently contracts for vehicle and wheelchair services. Contractors respond to scheduled and non-scheduled requests for travel to and from each medical center and their associated outpatient clinics. Currently, two VA Medical Centers (VAMC) and thirteen Community Based Outpatient Clinics (CBOC) require transportation of VA beneficiaries and all facilities may order transportation. This requirement is a 100% percent set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). Only those SDVOSB s listed and viewable in the Center for Verification & Evaluation (CVE) database located at https://www.vip.vetbiz.gov/. The CVE database will be checked at the time of offer submission as well as prior to award. The awarded contractor must also submit evidence of enrollment with VETS4212 in order to receive award. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. Scope of Work: The contractor shall furnish all management, supervision, labor, materials, equipment, specified supplies, and resources necessary to provide non-emergency transportation for wheelchair, and other beneficiaries. The primary intent of this contract is for furnishing prearranged ground non-emergent transportation services for beneficiaries of the TVHS, with on-call services as needed. The TVHS requires contractor services to transport VA beneficiaries from the beneficiaries place of origin to the beneficiaries place of termination. The mode of travel is based on what is most economical and consistent with the beneficiary s needs. The contractor will provide primarily wheelchair van services and other overland transportation for eligible beneficiaries when VA transportation assets are unavailable. The VA experiences seasonal and demand changes that the contractor must respond to and accommodate. The actual trips, less cancelations, will vary and reduce the projected pickups. The trips include non-emergent wheelchair, scooter, and non-ambulatory beneficiary of the TVHS. The transportation service will primarily be conducted in the middle Tennessee area. The contractor will need to provide transports throughout Middle Tennessee, which will include trips to rural/remote areas of the region (example trips to and from the state of Kentucky), and short mileage trips in middle Tennessee and Chattanooga area. The contractor must be able to transport all beneficiaries regardless of size or weight. As mobility devices continue to be upgraded and improved (to accommodate increased weight and size) the contractor will need to remain abreast of these changes and upgrades and have vehicles and staff to meet the transportation needs of the beneficiaries. Offerors must be registered in SAM and have a Data Universal Numbering System (DUNS) number to download documents. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Proposals will be evaluated utilizing the Best Value, Lowest Price Technically Acceptable (LPTA) process as defined within Federal Acquisition Regulation (FAR) Part 15.101-2.
