Description
Microwave Radio Relay Site Equipment Installation IDIQ The USGS' Earthquake Monitoring Program and its partners are upgrading and expanding their existing seismic networks by installing almost 200 new stations throughout central and northern California as part of the earthquake early warning-ShakeAlert-project on the west coast. This scope of work focuses on the installation of radios and their associated antenna, coax, surge suppression, grounding, and power distribution at USGS and partner locations. Typically, USGS personnel largely accomplish these tasks, but with the expected near-term volume of work due to an earthquake early warning supplemental appropriation this is not feasible and contractor assistance will be required. Sites are located as far north as Weed and as far south as San Luis Obispo, and from the coast in the west to the western slope of the Sierra Nevada in the east. We intend to award a single indefinite-delivery, indefinite-quantity contract using the commercial services acquisition procedures of Federal Acquisition Regulation (FAR) Part 12 in conjunction with the Test Program for Certain Commercial Items at FAR Subpart 13.5. Firm-fixed-price task orders will be issued for individual sites or groups of sites with specific work requirements during the ordering period, which will be five years from the effective date of the contract. The contract maximum (cumulative value of all orders) will be $500,000.00. The guaranteed minimum will be $200,000.00. The requirements of 41 U.S.C. chapter 67, Service Contract Labor Standards (formerly known as the Service Contract Act of 1965), will apply. All relevant project documents will be made available electronically to interested parties at no charge with the Request for Quotations (RFQ). Tentatively, we expect the RFQ to be released the week of August 26 and to be open for approximately two weeks. The applicable product/service code is N058, "installation of equipment - communication, detection, and coherent radiation equipment." The applicable NAICS code is 237130, "power and communications line and related structures construction," size standard $36.5M. This acquisition is reserved exclusively for participation by small business concerns. Prospective contractors do not need to respond to this presolicitation notice.
