- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using FAR Part 13, Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO (https://www.neco.navy.mil/) and made available on FEDBIZOPPS. The RFQ number is N0060419Q4067. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-03 and DFARS Publication Notice 20190628. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 519130 and the Small Business Standard is 1,000 employees. The Small Business Office concurs with dissolving the small business set-aside, and soliciting on an unrestricted basis. The NAVSUP FLC Pearl Harbor Contracting Department requests responses from qualified sources capable of providing the following: CLIN 0001 (Base Period) UNIT OF ISSUE- GROUP QUANTITY- ONE (1) PERIOD OF PERFORMANCE- BASE YEAR- 01 SEPTEMBER 2019 “ 31 AUGUST 2020 DESCRIPTION- Ten (10) concurrent user licenses to access to a World Wide Trade Database. The vendor ™s database shall allow all search options, reports, pie charts, and graphs for all of the specifications listed below at a firm fixed price at no additional costs to the Government. BRAND NAME OR EQUAL - PANJIVA MINIMUM SPECIFICATIONS- (1) Vendor ™s database shall illustrate business to business transactional trend analysis that shows which business conducts transactions with another business and how many times that occurs. (2) Vendor ™s database shall illustrate identifying information of shipments via Maritime and Airfreight means in North America, South America, Central America, and Asia. Quoters shall include śAttachment 01 FAR 52.212-3 And Alt I ť with their quotes. Failure to submit this may result in their quote being deemed unresponsive. Quoters must have an active registration in the System for Award (SAM) database to be considered for award. Quotes will be evaluated based on the Lowest Price Technically Acceptable (LPTA). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest total contract price that is determined to be Technically Acceptable. Technical acceptability will consist of the following: (1) Meets all of the minimum specifications listed under numbers (1) through (7) in CLIN 0001 (2) Is capable of providing three (3) option years listed in CLINS 1001 through 3001 This announcement will close at 11:00 AM Hawaii Standard Time on Thursday 15 August 2019.
