- PROPAGATING AND INSTALLING PLANTS 2020 -LOWER DUCHESNE RIVER WETLANDS MITIGATION PROJECT & PROVO RIVER DELTA RESTORATION PROJECT SYNOPSIS FOR SOLICITATION NO. 140R4019Q0068 PROJECT DESCRIPTION AND PURPOSE: The objective of this Plant and Install acquisition is to acquire plant supplies and install for activities associated with the restoration and construction activities to restore landscape features. This project is being administered by the Utah Reclamation Mitigation and Conservation Commission (Commission) and U.S. Bureau of Reclamation (Reclamation). As part of its mitigation program the Commission has developed the Lower Duchesne River Wetlands Mitigation Project (LDWP) near Myton in Duchesne and Uintah Counties and the Provo River Delta Restoration Project (PRDRP) near Provo, Utah. Restoration of riverine, riparian and related wetlands features is a key component of each project. The purpose of this procurement is to establish a unit cost (cost per plant), to provide the propagation and installation of rooted plant materials in the form of: rooted cuttings and poles for the mentioned sites above. The Commission is responsible for reasonably preparing the site for installation. All plant materials shall be installed in accordance with the Tree and Shrub Planting Handbook (Utah Division of State Lands and Forestry, Salt Lake City, UT, 1993) unless modified herein. The solicitation is a total small business set-aside. The Government intends to issue a firm-fixed price purchase order to the responsible bidder/bidders who offers the lowest price technically acceptable quote. The Government has the right to potentially make multiple awards for this procurement. Plants shall be installed during the Fall of 2020 (October 15 to November 30). COMPETITION: Solicitation 140R4019Q0068 is anticipated to be a total small business Set-Aside. The requirement shall be procured in accordance FAR 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures. NAICS AND SIZE STANDARD: The NAICS code for this project is 115112, Soil Preparation, Planting and Cultivating with a small business size standard of $7.5 million. SOLICITATION RELEASE DATE: The release date for Solicitation No. 140R4019Q0068 is anticipated to be in August 2019. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents.
