- The North American Industrial Classification System (NAICS) code for this notice is 517311 - Wired Telecommunications Carriers, Size Standard 1,500 employees, Product Service Code D316 - Telecommunication Network Management Services. NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire on a SOLE SOURCE basis Local Exchange Carrier (LEC) access commercial network service and supporting subscriber service on behalf of the Naval Air Station Pensacola Complex. The requirement is for LEC access commercial network service, path/interface to the Public Switched Telephone Network (PSTN) to support simultaneous access, transmission and switching of voice, high-speed data and image services (video teleconferencing). The Government intends to solicit and negotiate with BellSouth Telecommunications Inc, DBA AT and T for this requirement. This procurement is a commercial item acquisition in accordance with FAR subpart 13.5 and FAR Part 12. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 41 U.S.C. 1901, Simplified acquisition procedures “ a sole source acquisition using simplified action procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). The award of a firm-fixed price contract is anticipated. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. Standard brochures and/or paraphrasing of the contents of this announcement will not be sufficient to demonstrate the capabilities of an interested party.
