Description
NAICS WAS UPDATED FROM 339113 TO 334510. This is a SOURCES SOUGHT only pertaining to brand name or equal item(s) for the Detroit VA healthcare facility. Information collected during this Sources Sought may be used in a set aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2005-83. The North American Industry Classification System (NAICS) number is 334510. The NAICS size is 1250 employees. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA at http://web.sba.gov/pro-net/ and meet the requirements of FAR 19.102. Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with the VIP at https://www.vip.vetbiz.gov as an SDVOSB or VOSB. A Contractor that proposes to provide a supply that is not manufactured by their organization (nonmanufacturer) shall meet the requirements of FAR 19.102(f). They are past their life expectancy, they are malfunctioning and require repair on a regular basis, and some have a leak (despite attempts to fix it) causing safety issues within the department. The machines need to be replaced with sonics that allow for better more efficient cleaning, as well as allow for better ergonomics and process flow. Purchase two sonic machines with single chamber with three levels. Washer/Disinfector with touch screen controls with vertical doors that utilizes steam heat. The machines must be ISO/AAMI 15883 compliant to meet VA regulations for intermediate-level disinfection. 2. Washers must come equipped with standard factory programmed washing cycles and ability to add up to 20 custom washing cycles by the government. 3. Sonic size must be 60 W x 27.5 D x 38 H to fit in current space. The lumen tray measures should be 24 L x 10.75 W x 4 H or larger. While the robotic irrigation tray measures should be 24 L x 10.75 W x 8.75 H or larger. The capacity of those sonic machines is to clean 60 lumened devices or up to 66 lbs. 4. Sonics must accommodate three level rack system to fit dental and ophthalmic instruments. The sonic machine must contain all needed components to effectively clean lumens (utilizing ultrasonic cavitation in a detergent balanced wash solution) and reusable surgical instruments prior to sterilization 5. The Sonic Irrigator will be used by Sterile Processing Services staff in the decontamination area of department. This will be used to assist in the disinfection process of reusable medical equipment. 6. Sonic doors must lift-up to accommodate the tight physical space in the decontamination area. Doors must move up which is considered a clean area. 7. Sonic water connection must be metal to metal to diminish potential leaks. That is, no rubber or latex connections which will erode in time/use and increase potential for leaks. 8. The sonic machine will be a freestanding sonic machine in a compact stainless-steel cabinet. 9. Sonic must be equipped with safety features to minimize harm to federal employees. These include but are not limited to: a) obstruction sensors on vertical door so that if obstruction is present, door automatically opens. B) Be equipped with a safety lockout system so that if door is not fully closed, cycle will not initiate. C) If door is opened during cycle, all utility service to the chamber is automatically shut off. D) Equipped with a door interlock feature that when one door is open, the other side cannot open which assists in preventing cross contamination. E) Equipped with safety push button lock feature, one located on load side and one located on unload side, to stop cycle as well as cut utilities in case of an emergency. Service Requirements: 1. Vendor will install the sonic machines to meeting all government requirements including water and power installation. Vendor will provide labor resources for installation as well as any materials to uncrate, install, hook up, etc. to complete installation to full operational use. Vendor to complete all installation including any renovation to floor, wall, power, exhaust, etc. that is required to install sonic machines, so they become operational. 2. Vendor will ensure that after installation, quality and operational checks and tests are completed. Any necessary adjustments will be accomplished to satisfactorily meet regulatory decontamination requirements prior to use. Vendor will provide demonstration of proper equipment use to SPS staff and leadership. 3. Vendor will be responsible for cleanup and removal of packing material, crates, and debris. 4. Vendor will not remove current sonic machines. The facility will work with government to meet infection control requirements and facility engineering safety requirements. 5. Vendor will offer trade-in credits for current sonic machines (Getinge model numbers 2460-IC). 6. Vendor will provide education on operational use of the sonic machines. 7. Vendor will work with SPS leadership to schedule installation that minimizes down time of operations including but not limited to evening and weekend installation. 8. Vendor will supply drawings for installation which will include required physical dimensions, structural requirements, and technical requirements. 9. Vendor will provide two full service manuals AND two full operator guides in book form.   Vendor will provide electronic version of all manuals and IFU s.   Vendor will provide one-year warranty minimum and will provide full preventive maintenance agreement cost and narrative at the time of quote submission. 10. Vendor also includes with its Installation Services an operational check-out test, any necessary adjustments and a demonstration of the equipment for appropriate facility personnel.
