Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to obtain information from qualified vendors with special interest relative to the North American Industry Classification Code (NAICS) 333314, Optical Instrument and Lens Manufacturing, Product/Service Code 6650, Optical Instruments, Test Equipment, Components, and Accessories. Requirement The VISN 10 Optical Lab at the Richard L. Roudebush VA Medical Center in Indianapolis requires an upgrade to its automated eyeglass fabrication system to increase speed of output. The requirement is to purchase equipment to replace end of life equipment and antiquated lead-based eyeglass fabrication system in order to meet GEMS VHA Directive 7707 to ensure compliance with relevant environmental standards increase the efficiency of energy, water, and other resource usage. The successful offeror shall have the capability to produce a high-tech system that shall meet and exceed the 1000 jobs per 8 hours future needs of the VISN 10 Optical Laboratory. The proposed system shall allow for future expansions. Due to compatibility, this highly specialized equipment must be fully compatible with Satisloh equipment and interface with the existing Satisloh configuration without having to purchase additional compatible machines/components. It is essential to the Government to acquire machines and components to integrate with existing equipment. Existing equipment includes: 2 Toros, 2 Polycoaters, 2 additional Orbits, 4 Edgers ES-4 s, and a complex conveyor network Upgrade will also include replacing 3 dual-flex polishers with 4 Multi-flex polisher units (due to increase need. With the increased demand for eyeglass manufacturing that the VISN 10 Optical Lab provides, it is necessary to upgrade the current system to meet the current demand and incorporate Green Environmental Management System (GEMS) policy. Equipment needs to be delivered as soon as possible. This will involve replacing the out dated PRA Blockers with ART Blocker Systems including 2 ART DeBlockers, 1 Manual ART Blocker and 1 Manual ART DeBlocker. This will also include replacing the 3 dual-flex polishers with 3 multi-flex polishers and 2 Orbit generating systems with new Orbit 2 generating systems which will increase speed and allow Lab to keep up with existing increased workload. Capability Statement Responses shall include description of abilities to perform the following: Installation: Offeror shall design the shop configuration optimizing the current space allocated and with minimum demo/construction. Drawings will be provided if and when a solicitation is posted. Offeror will provide technical staff to oversee and assist with the installation and initial start-up of the system Maintenance: Successful offeror shall have a minimum of a one-year full warranty on parts and labor, maintenance training for the laboratory staff and technical support that includes visits from Offeror technicians at least twice in the first six months Training: Offeror shall provide training in the use and maintenance of the equipment to Government personnel. System Support: Offeror shall state capability to provide online technical support as well as the ability to have technical support technicians respond within two days for service calls. The successful offeror shall have the capability to produce a high-tech system that shall meet and exceed the 1000 jobs per 8 hours future needs of the VISN 10 Optical Laboratory. The proposed system shall allow for future expansions. OFFERORS SHALL PROVIDE DESCRIPTIVE LITERATURE, TO INCLUDE CURRENT WARRANTY PROVISIONS TO SUPPORT THE GOVERNMENT S EVALUATION OF THE OFFERED PRODUCT(S). (See Clauses FAR 52.211-6 Brand Name or Equal and VAAR 852.211-73 Brand Name or Equal) This Sources Sought is for new items only; no remanufactured or "gray market" items. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and services are provided and maintained by the OEM. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions. Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Registration is available at www.sam.gov. To be eligible to respond as an SDVOSB or VOSB, a firm must be Center for Veterans Enterprise (CVE) registered in VetBiz.
