Description
This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a firm fixed price purchase order to Research Triangle Institute (RTI), Inc., located in North Carolina for the development of a MODSIM model linked to GSFLOW of the Mark West Creek sub watershed located in Sonoma County, CA. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-(b) (1) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. RTI, Inc is, to the USGS ¿ knowledge, the only source who can provide the necessary MODSIM model linked to the GSFLOW of the Mark West Creek sub watershed. RTI, maintains an exclusive collaboration agreement with Colorado State University (CSU) to support the development and maintenance of the MODSIM model and CSU provides RTI access to the MODSIM source code. No other vendor has access to this source code. The USGS has considerable resources invested in the GSFLOW-MODSIM coupling. For example, a MODSIM model is being developed for the mainstem of the neighboring Russian River under a separate contract. In addition, RTI has provided initial training in the use of MODSIM; this will be expanded as part of a new acquisition with RTI thereby providing technology transfer to the USGS for future MODSIM-related projects. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. NOTE: All information submitted in response to this notice is voluntary. The Government will not pay for information provided nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. The NAICS code for this action is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. Responses or inquiries shall only be accepted through electronic mail addressed to Gerry Lewandowski at glewando@usgs.gov and must be uploaded and received in their entirety no later than August 16, 2019 12:00pm Eastern. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered. A. Technical Requirements 1. A conceptual model that includes: the MODSIM network; ~200 water rights representation; incorporation of the water demand (use) grouped by type, e.g., domestic, agricultural, municipal, mining, or industrial; include the estimated separation of groundwater water use in the vicinity of the river as surface-water diversion; and diversion storage facilities modeling and modeling approach for MODSIM-GSFLOW. 2. A surface water diversion and water demand modeling approach that will represent simulation of water use by categories at each diversion point and including the estimates of the groundwater pumping as surface diversion separation. 3. A model management system that will include the following tools: water rights processing tool; water diversion and demand modeling; and flexible model prioritization tool. 4. MODSIM model development that will yield a generalized tool to streamline the integration of the MODSIM flow network from the GSFLOW stream network and the associated SFR network NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (13-AUG-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
