Changes below are listed in bold red font** DESIGN REQUIREMENT - 644-19-009, Boiler Replacement, Carl T. Hayden VA Medical Center. The Department of Veterans Affairs, Phoenix Veterans Affairs Health Care System (PVAHCS) has a requirement for a design to replace the existing outdated boiler plant. The intent of this requirement is to modernize the steam and hot water systems to meet the performance, safety, energy, and redundancy requirements of a modern hospital, and adhere to VA central office guidance. The intent of the procurement is to award a firm-fixed price design contract This notice is issued by NCO-22 Gilbert; however, work is to be performed for the following VA facility: PHOENIX VA HEALTH CARE SYSTEM (PVAHCS): 6501 East Indian School Road, Phoenix, AZ 85012-1839 This acquisition is for architect-engineer (A-E) services and is procured in accordance with the Selection of Architects and Engineers statute as implemented in Subpart 36.6 of the Federal Acquisition Regulation (FAR). A-E Firms meeting the requirement described in this announcement are invited to submit: Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II. Any requested supplemental data to the procurement office shown. Firms registering for consideration for future Federal A-E projects are encouraged to electronically submit SF 330 Part II, General Qualifications, to www.sam.gov, and to update at least annually. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to the selection criteria as listed in this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. This is a request for SF 330 s Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. This requirement is subject to Availability of Funds. This requirement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS code) for this procurement is 541330 Engineering Services. Small Business concerns for this NAICS code have a size standard of $15M.  The magnitude of construction (NOT DESIGN) for the project is between: $2,000,000 to $5,000,000 Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. Round 1 Evaluation of Capabilities | Selection Criteria is as follows: The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. The completed SF 330 will be evaluated by the Phoenix VA Medical Center Evaluation Board in accordance with FAR 36.602-5(a) Short Selection Process for Contracts Not to Exceed the Simplified Acquisition Threshold and the selection report shall serve as the final selection list which will be provided directly to the Contracting Officer. Professional qualifications necessary for satisfactory performance of required services Key Personnel: Professional Qualifications: Resumes for key qualified personnel should be presented in Section E of the SF 330 for key personnel. demonstrated by experience working in Healthcare facilities, professional registration and experience of employees providing consulting services in a similar setting. Specialized and Technical Experience Including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; as demonstrated by a minimum of 3 similarly sized and complex projects in the same or reasonably similar subject area, successfully completed within the past 3 years. Capacity to accomplish the work in the required time The firms or team shall provide three (3) projects that are both relevant and recent (as defined below) to the task along with client contact information. Indicate how each project is relevant to the Task Groups described herein. For purposes of this announcement, recent is defined as successfully completed within the past three years. For purposes of this announcement, relevant is defined as successfully completed projects similar in magnitude, nature, and complexity Knowledge of the locality of the project; Successful firms will have a strong local knowledge of Phoenix area of responsibility, and a history of local affiliations. PROJECT INFORMATION Location Phoenix Veterans Affairs Health Care System (PVAHCS) Carl T. Hayden Medical Center 650 E. Indian School Road Phoenix, AZ 85012 Purpose The existing boiler plant at the PVAHCS is outdated and requires improvements to modernize the steam and hot water systems to meet the performance, safety, energy, and redundancy requirements of a modern hospital and VA central office guidance. Two existing steam boilers are both past their useful life and have experienced numerous failures over the past few years, endangering some of the core services of the hospital. A strategic boiler plant plan, along with many of the corresponding design documents have been developed and represents the first part of this two-part design-build process. This project will take the existing documents and designs, validate that their requirements and assumptions are accurate, correct any deficiencies, incorporate any changes to the facility that may impact these systems, and design and install an integrated system that meets the objectives of capacity, redundancy, safety, maintainability, and energy efficiency. Objectives The current strategic boiler plant plan consists of natural gas fired condensing boilers delivering hot water for both the heating and the domestic water requirements for a majority of the campus; a series of small steam boilers which are properly sized to meet the daily operational needs of the facility, and a larger backup or redundant boiler to provide the fuel and size redundancy for backup to hot water systems in the event of a natural gas utility outage or condensing boiler failure. The overarching strategic boiler plant plan objective is to move the facility away from steam as much as practical, which has proven to be a highly inefficient system for providing utility requirements to the facility and move as much as practical to highly energy efficient and highly reliable alternative methods to accomplish the same result. While there is still a need for steam, the objective is to minimize the reliance on steam when safe, reliable, and efficient alternatives are available. The systems should be designed with future growth in mind, but not inclusive of excess capacity if there is an energy penalty due to inefficient system operating characteristics during current operations. The scope of this project includes the installation of a natural gas fired ironer for the laundry facility, allowing the removal of this load from the steam system, to accommodate the installation of smaller steam boilers. This system has already been designed, so it is anticipated only a review of the details will be required prior to installation. The VA has a purchase agreement in place that will be used to facilitate this purchase and installation. All safety requirements as documented by the VHA Boiler and Associated Plant Safety Device Testing Manual, Fourth Edition are required to be installed and the documented testing procedures demonstrated to the satisfaction of the CTHMC Chief of Engineering or their designee. When complete, it is presumed that the facility will receive 100% of the heating and domestic hot water for the portions of campus served by the central plant from condensing, natural gas fired boilers (with the possibility of integrated solar thermal), with steam backup (these boilers will be GFE); the laundry ironer replaced with a non-steam driven ironer- presumably natural gas; the remaining steam load for the facility will be served by one or two small boilers (depending on how redundancy and load requirements are to be met); and a large, redundant capacity boiler(s) will be installed to provide the necessary capacity, equipment, and fuel redundancy. Requirements Facility operational requirements must be maintained at all times during this project. Patient care cannot be compromised during this project; therefore, it is highly likely construction will require carefully coordinated phasing to not impact patient care. Alternatively, temporary utilities may be utilized. Minor outages may be permitted if no reasonable alternatives exist but must be planned and coordinated well in advance of the requested date. Inability to gain concurrence from the VA for outages requests will not be considered government caused delays. Requirements begin with the CFM Program Guide for Construction and reference to the design Technical Information Library (TIL). Also, reference the Whole Building Design Guide, referred by CFM. The purpose of the VA review is to provide quality assurance to the D/B team for alignment with the CFM program guide, evaluation and assessment to the project objectives, and overall constructability and completeness of the construction documents. The VA review does not alleviate the responsibility nor the professional liability of the D/B team. The D/B team and its subconsultant team are solely responsible to ensure all building code and requirements stipulated in the CFM program guides are attained. The VA review is not considered a requirement for the D/B team to proceed with the project development and there will be no delays caused to the D/B team awaiting VA feedback unless the VA explicitly provides written documentation that impacts the project schedule. Period of Performance The following describes the schedule for the project submissions. The schedule is based on the total elapsed calendar days beginning from the date of Notice to Proceed (NTP). Due to the anticipated requirement of carefully scheduled phases of construction, the total period of performance for this project is 500 calendar days. No more than 80% of the contract value will be authorized for payment until all safety and performance aspects have been demonstrated and proven to the satisfaction of the CTHMC Chief of Engineering or designee. Review and vetting of existing documentation shall be accomplished within the first 45 days of notice to proceed. Mandatory Privacy & Records Management In reference to VHA Handbook 6500.6 Appendix A, Block 6, the equipment (or service) included in this contract does not involve connection of IT devices to a VA network. Therefore, C&A, SAP, & the following from App C apply In reference to VHA Handbook 6500.6 Appendix A, Block 7, the equipment (or service) does not involve storing, generating, transmitting, or exchanging VA sensitive information. Therefore, the following from App C apply. (Appendix B) The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information protection, patient privacy, and information system security as delineated in this contract. During contract performance, contractor may require access to VA facility, equipment, information systems, or sensitive data; to provide services, install, train, maintain or repair equipment. VA Course No. VA10203 is privacy training required for VA contractors requiring access to VA facilities for more than 2 consecutive days or any access to VA information systems. Training will be completed prior to being granted access to facilities, equipment, or to the data therein. Training is available on VA TMS website at: https://www.tms.va.gov. Contractor will provide evidence of training to the COR, if requested. In accordance with VHA Directive 6300, and PVAHCS PM 136-01, Records Management, the Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with safeguarding records protected by the Privacy Act of 1974 and the Health Insurance Portability and Accountability Act. Policies also include the preservation of all records created or received regardless of format, mode of transmission, or state of completion. Citations to pertinent laws, codes, and regulations such as 44 U.S.C. chapters 21, 29, 31, and 33; Freedom of Information Act 5 U.S.C. 552; Privacy Act 5. U.S.C. 552a; 36 CFR Part 1222 and Part 1228. Upon conclusion of contract, all records generated will be provided to COR for proper disposition in accordance with the VHA Record Control Schedule, RCS 10-1. The Contractor shall treat all deliverables under the contract as property of the U.S. Government for which the Government shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. The Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or records. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from release by the Freedom of Information Act. The Government Agency owns the rights to all data, records, supporting documentation (paper and electronic), produced as part of this contract. The Contractor must deliver sufficient technical documentation with all data deliverables to permit the Agency to use the data. The Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship in support of this contract requiring the disclosure of information, documentary material, and/or records generated under or relating to this contract. The contractor is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. No disposition of documents shall be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the files and penalties imposed by 18 U.S.C. 2701.
