Description
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, on behalf of the Tennessee Valley Healthcare System (TVHS), is issuing this pre-solicitation notice for the anticipated issuance of solicitation number 36C24919Q0043. Said solicitation is intended to illicit offers for a nurse scheduling system ( System ) at the TVHS. The North American Industry Classification System (NAICS) for solicitation number 36C24919Q0043 will be 541519. NAICS 541519 s small business size standard is $27.5 million dollars. In accordance with FAR 52.204-7, System for Award Management (SAM), all prospective offerors must have an active SAM's registration at the time quotes are received and at the time of award. Background: The TVHS currently contracts for a System. TVHS requires an acuity/patient System to match the changing care needs of the patients to the appropriate staffing level based on the patient condition and the amount of nursing required to manage the care of each patient. Hospital based staffing requires a 24-hour coverage a day, seven days a week. Nursing staff work a variety of shifts that require an hourly rate increase, and contract/agency and travel nurses all have different compensation requirements. Therefore, a System needs to accurately correlate and calculate time and cost by work unit, nurse's type and pay variables. This requirement is being competed as a full and open competition / unrestricted requirement. Only qualified offerors may submit quotes. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. Scope of Work: The contractor shall furnish all management, supervision, labor, materials, equipment, specified supplies, and resources necessary to provide a System in accordance with this statement of work. The primary intent of this contract is for the contractor to provide a System that provides an automated schedule and staffing process solution, provide decision support for staff assignments based on the objective and variable data, and improve patient care by matching nursing competency to required needs. Contractor software shall provide self-scheduling options to nursing providers and data for outcome measurements. Said providers shall be able to extract data from Veterans Health Information Systems and Technology Architecture (VistA), the Decision Support System (DSS), the Department of Veterans Affairs (VA) Nursing Outcomes Database (VANOD) and Paid Enhancement for VANOD (PEV), and Office of Nursing Service (ONS) to create strategic plans based on retrievable and accurate data. The system shall accommodate today s increasing staffing challenges by using 21st century technology. Prospective Offerors must obtain copies of solicitation documents from FedBizOpps (FBO), which will be available on or about August 14, 2019. By registering at FBO (http://www.fedbizopps.gov), offerors will have access to downloading all available attachments. Offerors must be registered in SAM and have a Data Universal Numbering System (DUNS) number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.
