Description
SOURCES SOUGHT ANNOUNCEMENT: The VA Pittsburgh Healthcare System - Pittsburgh, PA is conducting a market survey to identify capable and qualified sources to provide ground Ambulance Transportation Services to its veteran beneficiaries. This announcement is issued for informational planning purposes only and is not a request for proposal or announcement of a solicitation. Submitting information for this announcement is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted because of this notice. If a solicitation is issued it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The purpose of this market research is to identify capable sources that are both experienced and qualified to provide Ambulance Transportation Services, including all vehicles, personnel, management, supplies, transportation, equipment and reports necessary to cover ground ambulance transport service. Contractor care shall cover the full range of ALS and BLS services provided in the local community and surrounding area to include two VA Pittsburgh Healthcare System campuses, five Community Based Outreach Clinics located in Pennsylvania, and various nursing homes and private hospitals. The contractor will be required to complete long distance trips (trips 75 miles and over) on a regular basis. Utilization is estimated at a minimum of 300 trips per month with approximately 25% of the trips being outside of the local commuting area of 15 miles. Responding Paramedics shall bring equipment/supplies required by state regulations, protocols, and best practices based on the nature of the dispatch; and when appropriate, Advanced Life Support (ALS) equipment and medication to include, but not limited to, cardiac monitoring, intubation equipment, automated external defibrillator (AED), video laryngoscope, pulse oximetry, glucometer, portable oxygen, protective clothing and written procedures. The Contractor shall have available the appropriate number of vehicles and staff to provide services in a timely manner as outlined by the contract. Performance shall be in accordance with the requirements in the Performance Work Statement as required by Pennsylvania Law; and the standards of the Pennsylvania Department of Health, Bureau of Emergency Medical Services and The Joint Commission. The North American Industry Classification System Code (NAICS) is 621910 and the small business size standard is $15 Million for this type of effort. Vendors must be registered in the System for Award Management (SAM https://www.sam.gov) and be a licensed provider of ambulance services in the state of Pennsylvania by the Pennsylvania Department of Health - Bureau of Emergency Medical Services. Pennsylvania licensure will be required at the time of proposal submission. Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB s and VOSB s) must be registered in VETBIZ and maintain a current certification. Capabilities Statement and Documentation: Firms/Companies are invited to provide their capabilities, experience and knowledge in providing Ambulance Transportation Services. Sources must provide the following information: Company name, address, website, business type, socio-economic status (e.g., SDVOSB, Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), general small business, large etc.), and person of contact (including telephone number & email address). Indicate and explain your capability of providing this service including Pennsylvania licensure, required staff certifications, and security clearances. Provide a summary of the type transportation equipment that will be used and any relevant licensing. Please indicate your company's size under NAICS Code 621910. Please indicate any government contracts held for the last 3 years including government agency, contract number, dollar value, period of performance, and government contact information.
