Description
Regional Procurement Office (RPO) East intends to negotiate on a sole source basis with Stumptown Research and Development, LLC, 315 Baldwin Ave, Marion, North Carolina, 28752, to purchase a customized advanced blast simulator for the Harper Laboratory at the Iowa City VAMC for multiple studies involving blast injury. Stumptown is the only licensed contractor that can build this instrument from the patent holder. The configured blast chamber generates a blast wave that most closely resembles the blast that a Veteran is exposed to in combat and the blast wave is the only one that is accepted by the scientific review community at the VA. Feedback received from scientific review panels from previous research projects suggest this model provides suitable and stringent data results expected for grant proposals for blast injury studies. The following equipment will be purchased: ITEM INFORMATION ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT 0001 Advanced Blast Simulator with 1ft x 1ft test area including: Compressed Gas Driver System 30 psi incident test pressure Two observation windows 3 ports for pressure instrumentation Installation and Training 1.00 EA 0002 Astro-Nova TMX-18 1.00 EA 0003 Pitot-static pressure probe including two sensors 1.00 EA 0004 Wall mounted pressure sensors 3.00 EA This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Specialist at Millicent.Covert@va.gov NLT Wednesday, August 21, 2019 by 12:00 PM, noon, EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
