This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ); Solicitation Number: 36C24E19Q0139. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (2019-03). The associated North American Industrial Classification System (NAICS) code for this procurement is 334150, with a small business size standard of 1250. The VHA RPO-East Contract Office is seeking to purchase: SpectraMax iD3 Multi-Mode Microplate Detection Platform. All interested companies shall provide quotations for the following: Supplies Statement of Need (SON) Contract Description and Requirements The MEDVAMC (Houston, TX) has a requirement to purchase a SpectraMax iD3 Multi-Mode Microplate Detection Platform or identified for purchase has unique functionalities and capabilities that are specifically required for conducting the ongoing projects in the laboratory. The equipment is user friendly and compatible for handling several functional modules and protocols that enables the user to set up protocols and experiments and walk-away to conduct other studies. This is a huge advantage for researchers in the laboratory and not wait by the equipment to complete the analysis. A firm-fixed price contract will be awarded for the purchase of Brand Name or Equal equipment in accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein. Quotes shall contain the quoter s best terms for cost/price and technical capabilities of the required SpectraMax iD3 Multi-Mode Microplate Detection Platform or equivalent equipment. The government reserves the right to award without discussion. Pricing The quoter shall submit price quotes for the required brand name or equal equipment, to the specifications listed in Section 1.2 below. Please enclose the established price list and description of capabilities and product specifications for the required equipment. The quoter shall submit a separate price sheet for equal items to include Manufacturer Name, Stock/Part #, Unit of Issue, and Price. Items offered that are brand name or equal shall identify items as being on GSA schedule and reference the contract number for each item. Comes with 1 year MDCare PhD Technical Support Plan and 1 year warranty covering parts and labor. 1 EACH 0002 Option for SpectraMax ID3 Multi-Mode Microplate Reader 1 EACH Product Capabilities and Salient Characteristics or equal to: SpectraMax iD3 Multi-Mode Microplate Detection Platform The equipment has the ability to read 6-12-24-48-96-384 well microplates rapidly and provide the study output in less than five minutes. Additional features is that the plate reader can read four-cuvettes at one time and 64 2 ul micro samples at one time. Ability to read label-free and dye-free ultra-low volume of protein/DNA/RNA samples from various biologics. The ability to utilize very small sample volumes is unique as the laboratory routinely tests clinical samples (blood, urine, saliva, cell culture, etc.) in their studies. This eliminates large sample requirement allowing multiple and repeated testing of samples in a very short time. Added feature is elimination of cross-contamination as the entire small volume plate can be autoclaved prior to use. Thus, the system eliminates sampling errors and expands dynamic range of assays. The plate reader has unique network connectivity adaptability that enables the system to push the data to the investigator via a QuickSync application system. This enables the investigator to run multiple instruments from one workstation. The plate reader has an enhanced sensitivity of luminescence-based applications with cooled PMT system. This is advantageous and an important requirement for the studies conducted in the laboratory as luminescence-based evaluation for drug delivery relies on sensitivity to predict treatment outcomes. The SoftMax Pro 7 software provided with the equipment for data acquisition is versatile with multiple features and offers Spectral Optimization enabling investigators to rapidly identify the best excitation and emission wavelength for their studies and obtain the best data and interpretation of study results. Added feature that is unique is that it is useful for GMP/GLP studies and clinical translation. The product capabilities and salient characteristics identified above by a brand name or equal" description are intended to be descriptive, not restrictive, and to indicate the quality and characteristics of the product that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product is clearly identified in the quote and is determined by the VA to meet fully the salient characteristics on above products. If offering an equivalent product, the brand name of the equivalent product shall be clearly identified in the quote. Unless visibly identified as an equivalent product, offered items shall be considered as the brand name product referenced in this announcement. The evaluation of quotes and the determination as to the equality of the products shall be the responsibility of the Government and shall be based on information provided by the quoter. The Government is not responsible for locating or securing any information not provided in the quotation by the quoter. To ensure that sufficient information is available, the quoter must furnish, as a part of the quote, all descriptive material necessary for the purchasing activity to determine whether the products meet the salient characteristics of this requirement. Vendors proposing to modify a product to make it conform to the requirements of this announcement shall include a clear description of the proposed modification and clearly mark any descriptive material to show the proposed modification. Quotations that do not have descriptive material will not be considered for award.
