Description

The Office of Information Technology Acquisition (OITA); Enterprise Systems Support Branch, intends to negotiate a sole-source acquisition with Bloomberg Bureau of National Affairs (BBNA) for tax software products, training, software maintenance, plus associated adaptation, user and technical support services. The IRS currently uses the BBNA Corporate Tax Analyzer (CTA) and Income Tax Planner (ITP) software which has been customized for the IRS' system's efficiency. BBNA has provided Corporate Tax Analyzer ("CTA") and Income Tax Planner ("ITP") software and related services to the IRS for about 16 years. BBNA is the sole distributor of CTA and ITP and related products and services, and they are not offered for resell by any other party. The contemplated contract shall continue BBNA software products and services, for renewal of current products and services for the period of performance of October 1, 2019 - September 30, 2020 (12-months). The short term agreement is being proposed in order for the IRS to complete the acquistion strategy for a penidng long term agreement in the future. The proposed action is under the authority of FAR 6.302-1 with the authority of 41 U.S.C. 3304(a)(1), only one responsible source. See the attached notice.
