- Naval Criminal Investigative Service (NCIS), Quantico, VA intends to award a contract, on a sole source basis, to Packet Forensics 576 N Birdneck RD #710, Virginia Beach VA, 23451 under the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(ii) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Only One Responsible Source . This is not a request for competitive proposals/quotes. Responsible sources may submit a capabilities statement, which shall be considered by the agency. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation (Solicitation number N6328519T2212) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This requirement is a commercial item acquisition in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03, Effective 12 June 2019 and Defense Federal Regulation Supplement (DFARS), current to DPN 20190531 (Effective 31 May 2019) Edition. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. This requirement is an unrestricted sole source solicitation. The North American Industry Classification System (NAICS) code is 511210 Software Publishers. The small business size standard is $38.5M.
