DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE (NCO) 16 G.V. (Sonny) Montgomery VA Medical Center, 1500 E. Woodrow Wilson Drive, Jackson MS REQUEST FOR INFORMATION 36C25619Q1368 (REVISION) BACKGROUND: The G.V. (Sonny) Montgomery VAMC in Jackson, MS (MEDVAMC) is pursuing a 1-year firm fixed contract beginning October 1, 2019 through September 30, 2020 for referral laboratory testing for 3000 Mycobacterium tuberculosis infection specifically for Interferon-Gamma Release Assays (IGRA) T-Spot (Spot ® TB test). REQUESTED RESPONSES: The intent of this Revised Request for Information is to establish sources to define the procurement strategy (e.g set-aside, sole source, unrestricted) for a solicitation that VA intends to post in the near future. Interested contractors are requested to respond in accordance with the following: Please respond to this REVISED RFI if you can provide referral laboratory testing for 3000 Mycobacterium tuberculosis infection specifically for Interferon-Gamma Release Assays (IGRA) T-Spot (Spot ® TB test). If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. Please respond to this RFI if you can provide supplies that can be determined EQUIVALENT to the products listed in the background section above and the requirement listed below. Please provide details on the proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. Please provide your social economic profile for review when responding to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. REQUIREMENT MEDVAMC is requesting referral laboratory testing for Mycobacterium tuberculosis infection. Specifically, Interferon-Gamma Release Assays (IGRA) T-Spot (Spot ® TB test). The T-SPOT.TB test is an in vitro T cell measurement assay used for diagnosing TB disease and latent TB infection. The test offers unrivalled sensitivity with results unaffected by a patient s immune status. The test has stringent pre-analytical processing requirements. Vendor must ensure samples are received at the reference laboratory performing the test within 24-36 hours after specimen collection. Performance of the test includes pick-up and packaging of samples Monday through Friday. The testing facility will provide test requisitions forms and collection tubes to P&LMS at no charge. Referral Laboratory will provide the shipping containers for the transportation of the specimens at no charge. Results will be faxed to P&LMS within 48 hours from the time of the lab draw. Delivery of supplies to MEDVAMC, P&LMS Room, F-28, G.V. (Sonny) Montgomery VA Medical Center 1500 E Woodrow Wilson Drive, MS 39216-5116. PERFORMANCE SPECIFICATIONS: MEDVAMC is requesting referral laboratory testing for Mycobacterium tuberculosis infection with specific testing for Interferon-Gamma Release Assays (IGRA) T-Spot (Spot ® TB test). The T-SPOT ®.TB test is a unique, single-visit blood test, also known as an interferon-gamma release assay (IGRA) for TB infection. The T-SPOT.TB test is the only blood test that has demonstrated in a pivotal clinical study both sensitivity and specificity exceeding 95% and reliability in all at-risk groups. ¹ The T-SPOT.TB test does not cross react with the bacille Calmette-Guerin (BCG) vaccine and there is no association between T-SPOT.TB test results and immunocompromised status. T-Spot uses standard blood collection tubes T-Spot uses standard phlebotomy practices for collection Use of butterfly needle is acceptable. (no waste tube needed) Specimens can be maintained at room temperature for up to 32 hours. Product Code Description/Part Number (Test Name) 86481 T-Spot.TB test (interferon gamma release assay [IGRA]) The contractor shall provide and ensure safe, secure, and careful handling of the patient samples and the reporting of results in accordance with established guidelines from the Department of Veterans Affairs Handbook 6500, the College of American Pathologists (CAP), the Joint Commission on Accreditation of Health Care Organizations (JCAHO), guidelines established by VA Laboratory Service or as required to follow the Health Insurance Portability and Accountability Act of 1996 (HIPAA) during transportation. PERIOD OF PERFORMANCE: Oct. 1, 2019 to Sept. 30, 2020 GOVERNMENT S RESPONSIBILITY: The send out laboratory personnel at the MEDVAMC will affix a label containing the patient s full name and full social security number to the specimen s container in order to ensure integrity of the information, place the specimen in the shipping container provided by the contractor and notify the contractor that the item is ready for pickup. Invoice and Payment Contractor shall invoice the Jackson VA Medical Center in arrears only after the completion and acceptance of all Deliverables identified in this Statement of Work. Invoice shall be properly prepared and sent to the VA Financial Service Center at: P.O. Box 149971. Austin, Texas 78714-8971. The invoice shall be properly prepared in accordance with FAR 52.212-4, contain sufficient details, and at a minimum, include the following details: (1) IFCAP Obligation Number (2) Contract Number (3) Description of the supply/service rendered (4) Billing period/date when the supply/services were rendered and (5) Invoice number and date. Payments will be made in accordance with the Prompt Payment Act out of the Government annual appropriated funds obligated in an order which will be issued after the contract is awarded. Note: Invoices that are not in compliance with the aforementioned requirements under this paragraph will be rejected for payments and required to be resubmitted. Product Modification, Removal, or Recall If any product awarded under this requirement requires modification, is removed or recalled by the Contractor or manufacturer, or if any required modification, removal or recall is suggested or mandated by a regulatory or official agency, the following steps will immediately be taken by the Contractor or manufacturer: Notify the Contracting Officer, in writing, by the most expeditious manner possible. Provide two copies of the notification which shall include, but not be limited to the following: (a) Complete item description and/or identification, order numbers from customers, and the contract number assigned as a result of an award on this Statement of Work. (b) Reasons for modifications, removal or recall. (c) Necessary instructions for return for credit, replacement or corrective action. Provide the above information to all agencies and VA Facilities who purchased the product. The Contracting Officer shall be provided a copy of the notification in b. above, and a list of all agencies and/or VA facilities notified. Contractor shall be responsible for any costs associated with the above.
