- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price Contract for the expansion of the Richmond VA Medical Center s existing Johnson Controls/TYCO C-CURE Physical Access Controls Security System (PACS) with Talon Veteran Services Incorporated in accordance with 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute) IAW non-competitive (sole source) procedures authorized in VAAR 819.7007 Sole Source Awards to a Verified Service-Disabled Veteran-Owned Small Business. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized and are only available from a single source without an unacceptable delay or duplication of costs and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of 16 Sep 2019 to Talon Veteran Services Incorporated, 3516 Belt Blvd, Richmond, VA 23234, Cage Code 5NAZ4. This is a Brand Name Only requirement for an expansion of the existing C-CURE Physical Access Controls Security System (PACS) within the exisiting infrastructure of the Richmond VA Medical Center. Johnson Controls/TYCO is the Original Equipment Manufacturer and asserts to only Talon Veteran Services Incorporated as being the only authorized SDVOSB for performance of these works. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it can meet the Government's requirement, it may identify their interest and capability to the Contracting Officer by no later than 23 August 2019 by contacting Keith Hunter via e-mail at Keith.hunter@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned and provide a verifiable current authorization letter endorsed by the Original Equipment Manufacturer. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted because of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
