- THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY Special Notice of Intent to Sole Source - The Fish & Wildlife Service hereby gives Special Notice of Intent to award a sole source contract for continued technical enforcement support activities to DPRA Incorporated, 121 S. 4th Street, Suite 202, Manhattan, KS 66502, for continuation of Records Management, Information Technology, Litigation support, and other related services to Crab Orchard National Wildlife Refuge (Refuge) Environmental Remediation and Restoration Project, Marion, Illinois. This technical support is in preparations for settlement discussions with Potentially Responsible Parties. Services will be provided in accordance with the Natural Resource Damage Assessment and Restoration(NRDAR) regulations (43 CFR Part 11) promulgated by the Department of Interior. Authority cited: Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source reasonably available that will satisfy Agency requirements. The proposed action will result in a Time and Materials procurement contract. The NAICS code is 541620, Environmental Consulting Services, with a Size Standard of $15000000. The work requirement is located and managed at the Crab Orchard National Fish and Wildlife Office, CERCLA program, Marion, IL. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and unique capabilities to respond to this requirement; however, a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in successive years. Facsimile submissions and oral communications are not acceptable in response to this notice. Written responses shall provide evidence that the offeror can provide all of the requirements. Responses must be received no later than August 23, 2019, 4:00 p.m. Please submit to becky_clearwater@fws.gov.
