- The Bureau of Land Management, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as a reference only. This posting will be referred to under Request for Quotation (RFQ) Number 140L6319Q0037. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-04, effective August 7, 2019. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. Description of Requirements: Oil and gas (O&G) activities in the 23-million acre National Petroleum Reserve - Alaska (NPR-A) include seismic exploration, exploration drilling, and the development of production well infrastructure. In the NPR-A, a monitoring program is currently in place to help the BLM fulfill its responsibility to encourage environmentally responsible development of energy on public lands. Long-term time series data sets collected at an appropriate spatial scale, coupled with the ongoing evaluation of O&G activities that may affect aquatic resources, enable the BLM to make time-efficient, science-based management decisions that optimize the balance between environmental protection and the pursuit of energy resources. One part of this monitoring is river gauging which measures, calculates, and reports stream discharge and water level. Rating curves, flood frequency, and flood magnitude analyses are critical in guiding infrastructure routing and design, and aid in characterizing hydrologic trends and conditions at a regional scale where water resources provide for multiple uses. To do this safely in high water conditions a RDI River Pro Doppler is required. Scope and Technical Requirements: The product delivered shall to be one (1) RiverPro 1200kHz ADCP with Vertical Beam ¿ Includes piston style, 20 degree 4 beam transducer with 5th independent 600 kHz Vertical Beam. It shall have the following features and accessories: ¿ Fully integrated GPS for geo-referencing purposes. ¿ Internal fluxgate compass and temperature sensor. ¿ Bottom tracking. ¿ Bluetooth communications and Serial Communications. ¿ 5 meter 12-VDC power and communications cable (data communications RS-232) ¿ 16MB on-board memory. ¿ Polyethylene three-hull float with connectors and rechargeable battery. ¿ WinRiver II software for data aquasition and playback, DGPS?Depth Sounder/External Gyro intergration through WinRiver II software. ¿ Electronic Manual on CD. ¿ Spare parts. ¿ Tool Kit. ¿ Shipping case. Deliverables: The contractor shall deliver one (1) RiverPro 1200 kHz ADCP plus accessories matching the requirements listed above to the delivery location in this solicitation and resulting contract. The basis for award is Best Value to the government.
