Description
This combined synopsis/solicitation, W911YP19R0041, is being issued as a small business set-aside Request for Quotation. Northern America Industry Classification System Code (NAICS) is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The size standard is 1250 employees. NAICS codes 334513 and 334516 are also acceptable. The Utah Army National Guard has a requirement to purchase four (each) SEEKRe Multi-Detection Kits, or equivalent brand or model. The contract type for this procurement will be a firm-fixed price contract. Specifications: The device must be handheld, portable, easy to use, rugged and water resistant with no radiation source. The device will be used at building entry control points, vehicle control points, and for blast analysis if needed. The device should have a color display, short startup time (under 30 seconds) and be GPC capable. It must be able to detect both explosive and drugs; have both trace and bulk detection capability; detect various explosives like nitroaromatics, nitrate esters, HMEs, peroxides, and chlorate plus derivatives. It must detect drugs like opiates, fentanyl, cocaine, THC and others. The SEEKERe-MDK which includes the SEEKERe Handheld Multi-Detection Kit - Explosive and Drug Detection SEEKERe, Charger, and warranty is the preferred product, but equivalent products will be considered. Evaluations Factors: Award will be made on the basis of best value. Price will be the primary consideration. Secondary to price will be the quality of the device and technical specifications. The Government reserves the right to award to other than lowest quote if the lowest quote does not best demonstrate the characteristics or qualifications to meet the requirement (perhaps the awarding device has greater sensitivity, a wider array of abilities, is more durable, or has an easier user interface, etc.).
