- Page 2 of 2 Combined Synopsis/Solicitation Notice This is a combined synopsis/solicitation for Construction Services. This solicitation is being issued as a request for quotation (RFQ) 36C25719Q1327 The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 with a small business size standard 36.5 million employees. Basis for Award: Award decision will be based on the lowest evaluated price from the responsible offeror whose quote was responsive. This procurement is a competitive offer and the solicitation will be advertised as 100% set-aside for Service Disabled Veterans Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. SDVOSB contractors must be currently registered in the VetBiz registry to be considered for an award. Any contractual and/or technical questions must be submitted in writing. Except communications conducted for minor clarification, the Government intends to evaluate quotes and award a contract with or without informal discussions. Therefore, each initial quotation should contain the offerors best terms from a technical capability, and price standpoint. However, the Government reserves the right to conduct informal discussions if it is later determined by the Contracting Officer to be necessary. Prior to submitting a quote, Offeror(s) shall be actively registered in the System for Award Management (SAM) per FAR 52.204-7 System for Award Management. Registration instructions may be obtained and online registration may be accomplished at www.sam.gov. By submitting a bid, the Offeror acknowledges the requirement to be registered in the SAM prior to award, during performance, and through final payment of any contract or purchase order resulting from the solicitation. To be eligible for award, Offeror(s) must be registered in SAM under the appropriate business category and NAICS code.
